The samrc requires a service provider to administer compensation for occupational injuries and diseases (coid) claims and deliver related compensation, insurance and risk-based services for three years, with the option of a further two years subject to budget and performance. The scope covers onboarding and data migration, electronic claim submission and tracking, management of historical and current claim records, annual assessments, monthly reporting, escalation of outstanding matters, training and advisory support, backed by a dedicated account manager and key technical staff. Evaluation runs on the ppr 2022 80/20 system — 80 points for price and 20 for specific goals — after a 100-point functionality assessment of experience, personnel, methodology, electronic claims capability and references. The decisive constraint for most bidders is the cost ceiling: proposals above r1 000 000 including VAT are not accepted, so a multi-year claims administration service must be delivered within that amount.
Closing and submission — bids close 22 October 2026 at 11:00 and must be lodged through the SAMRC Supplier Portal (https://scmportal.samrc.ac.za) or emailed to [email protected] under acquisition number 00100225245OR; late or incomplete submissions are not accepted and every page must be initialled.
Price ceiling — proposals above R1 000 000 including VAT are rejected regardless of VAT registration; prices must be all-inclusive per item, fixed and firm, rounded to two decimals, shown inclusive and exclusive of VAT where the bidder is VAT registered, and valid for 90 days from the closing date.
Database and tax standing — bidders must be registered on National Treasury's Central Supplier Database and submit a CSD summary report as proof, and must be tax compliant at award because status is verified on the CSD then; each consortium, joint venture or subcontractor party must submit its own CSD number.
Preference points — under the 80/20 system the 20 preference points are scored on black shareholding (0/5/10), black female shareholding (0/3.5/7) and 51% or more black-owned EME status (3); a valid B-BBEE status level verification certificate or sworn affidavit must be attached or no preference points are claimed at all.
Eligibility documents — a valid original or certified COIDA Letter of Good Standing, proof of authority from the original equipment manufacturer and from the original software manufacturer to sell, distribute, implement and support their products, at least three written contactable references, and a joint venture legal agreement where a joint venture is proposed must all accompany the bid.
Functionality screening — the 100-point functionality evaluation requires 5 to 10 years' demonstrable track record in COID claims administration and occupational injury and disease claims (20 points), an experienced account manager and dedicated key technical staff (20), a full methodology and implementation plan including compensation and ad hoc risk technology services (30), an electronic claims and reporting system (15), and at least three similar references (15).
Briefing and clarifications — a non-compulsory virtual briefing is held on 15 October 2026 at 11:00 and clarification questions close on 16 October 2026 at 23:59, both arranged through the SAMRC Supplier Portal; bidders must have their CSD supplier number available to register, and questions cannot be submitted before the briefing.
