The eastern cape department of agriculture requires a psira-registered security company to provide unarmed guarding, access control, patrolling, and related security services at its kwabhaca office in the alfred nzo district for 36 months. The contract covers four unarmed guards (two day, two night) and requires a local office, armed response capability, and compliance with psira, coida, bargaining council, and other statutory requirements. Bidders must pass a two-stage evaluation: a functionality threshold of 60 points (out of 100) and then an 80/20 price/specific-goals split, with a compulsory site briefing on 30 october 2026 and a closing deadline of 09 november 2026 at 11:00.
Compulsory site briefing: 30 October 2026 at 11:00 at the Department of Agriculture Office, KwaBhaca Office, Thobile Bam Offices, KwaBhaca, 5090. Attendance is mandatory.
Closing deadline: 09 November 2026 at 11:00. Bids must be delivered in a sealed envelope marked with the project number and description to the tender box at 206 Magistrate Street, Maluti Ex College, Maluti, 4740. Late, electronic, telegraphic or faxed bids are rejected.
Mandatory registrations before closing: CSD (or complete online application at www.csd.gov.za), LOGIS, and active PSIRA registration. Tax compliance and directors are verified on CSD; a hard copy Tax Clearance Certificate is required.
Mandatory pre-qualification documents (Stage 1): company PSIRA certificate, COIDA, Bargaining Council registration, ICASA licence, police clearance for owners/directors, and the owner's South African identity document. Missing any of these disqualifies the bid.
Functionality threshold: must score at least 60 points out of 100. Scoring: experience (40 points, 5 per similar project up to 8 with contactable references), financial capacity (30 points, based on credit facility or bank funds from R100 000 to R2 million), and locality (30 points – local municipality 30, district 20, province 10).
Specific goals (20 points) require supporting evidence: 51% black-owned (5 pts), 51% women-owned (7 pts), 51% youth-owned up to 35 (4 pts), 51% disabled-owned (2 pts), and located in the province (2 pts). Ownership on CIPC and CSD must correspond; failure to attach evidence means no points.
Personnel and company requirements: owner/supervisor/project manager must hold Grade B or A PSIRA; project manager needs Grade B with 5 years' experience (CV required); supervisor Grade B/A with 3 years' experience (CV required); security officers Grade C, D or E. Company must be at least 2 years old, have a fully functional office in the Alfred Nzo District, and provide proof of armed response and a firearm licence in the company's name. Owner and security officers must be South African citizens.
Pricing: only firm, all-inclusive prices accepted; no price adjustments for the 36-month contract. Provide monthly and yearly totals for each of the three years, a full cost breakdown (salaries, premiums, UIF, COID, Bargaining Council levy, PSIRA fees, uniforms, etc.), and show VAT at 15% separately. Salaries must meet PSIRA gazetted rates; quotes below these are passed over. The company must have a positive bank balance of at least 10% of the tender value (bank statement required).
All returnable forms (SBD 1, SBD 4, SBD 6.1, SBD 8, SBD 9, ECBD forms, Certificate of Authority for Signatory, Equity Ownership Declaration, schedule of work) must be completed in black ink, signed in full and witnessed.
