The city of tshwane requires a service provider to deliver professional and technical training to group audit and risk staff over 12 months, covering four IT audit courses (cisa, crisc, cism and cobit) for 12 candidates each and three risk management courses (project risk management, business continuity management and risk appetite and tolerance) for 14 candidates each. Training must be customised to internal audit and risk functions and delivered through workshops, practical case studies and interactive sessions, with cpd points, training manuals, attendance registers, evaluation reports and completion certificates supplied. Bidders must be registered on the csd, attend the compulsory microsoft teams briefing on 27 october 2026 at 10:00, and submit online through the city's e-tender portal by 10:00 on 30 october 2026. The decisive hurdle is the mandatory experience and accreditation evidence: at least three contactable reference letters per category and isaca or irmsa endorsement, or saqa/seta accreditation, of the training material.
Compulsory briefing: 27 October 2026 at 10:00 via Microsoft Teams (Meeting ID 340 852 071 226 412 5, passcode 9xi79XD2); the attendance register must be signed and bidders who do not attend are disqualified.
Closing and submission: 30 October 2026 at 10:00, online through the City of Tshwane e-tender portal only — responses must not be placed in the tender box; late bids are rejected and bids remain valid for 90 days.
Registration and compliance documents: valid CSD number is compulsory, plus tax compliance status PIN or CSD number, CIPC registration certificate, B-BBEE certificate or sworn affidavit, and municipal account statements for the company and all South African owners, members, directors and major shareholders (not older than 3 months, not in arrears for more than 90 days) or a lease agreement or councillor's letter.
Mandatory experience: demonstrated delivery of the selected courses with at least three contactable reference letters on the bidder's letterhead for each category, plus CVs of training team members (maximum 5 years training experience) and certified qualifications, with SAQA verification for foreign qualifications.
Accreditation: Category A material must be certified or endorsed by ISACA or be SAQA accredited or accredited by a relevant SETA; Category B material must be certified or endorsed by IRMSA or be SAQA/SETA accredited, and Category B trainers need current IRMSA, IIA, BCI or equivalent membership plus an ETQA-registered assessor and moderator.
Evaluation and preference points: 80/20 system — 80 points for price and 20 for specific goals (B-BBEE Level 1 = 8 points down to Level 8 = 1 and non-compliant = 0; EME/QSE, 51% women-owned, 51% disability-owned and 51% youth-owned = 2 points each; local economic participation = 4 points for City of Tshwane, 2 for Gauteng, 1 for national); no proof submitted means zero points for that goal.
Pricing and disqualification risks: every item in both categories must be quoted with VAT at 15% shown, an incomplete pricing schedule disqualifies the bid, forms must be completed by hand in black pen with alterations struck through and initialled, correction fluid is prohibited, and the City may conduct a market analysis and disqualify a bidder that cannot deliver at its quoted price.
