Quotations must be deposited in the tender box at the Municipal Offices, 13 Church Street, Piketberg, before 12:00 on Thursday, 20 August 2026. The envelope must be clearly marked with the quotation number and title. Bids addressed to any municipal official in a personal capacity will be disqualified. The municipality is not liable for bids not placed in the tender box by courier companies. Late, incomplete, faxed or emailed quotations will not be accepted; proof of dispatch is not proof of receipt. Returnable documents include: MBD 1 (Invitation to Bid), MBD 3.2 (Pricing Schedule – Firm Prices), MBD 4 (Declaration of Interest), MBD 6.1 (Preference Points Claim), MBD 7.1 (Contract Form), MBD 8 (Declaration of Bidder's Past SCM Practices), MBD 9 (Certificate of Independent Bid Determination), MBD 10 (Certificate for Payment of Municipal Services), and the BM 1 checklist. All must be completed, signed and submitted.

Required documents include: completed MBD forms (MBD 1, MBD 3.2, MBD 4, MBD 6.1, MBD 7, MBD 8, MBD 9, MBD 10), Declaration of Interest, B-BBEE certificate or sworn affidavit, Tax Compliance Status Pin or CSD number, recent municipal account (not older than 90 days) for company and directors/shareholders, proof of lease/rental agreement if applicable, and affidavit if no property registered. A checklist (BM 1) is provided to assist bidders.

The 80/20 preference point system applies. Points are allocated as follows: Price 80, B-BBEE status level 10, Locality 10, Total 100. Locality points: Bergrivier Jurisdiction 10, West Coast jurisdiction 5, Western Cape Province 3, South Africa 2. B-BBEE points: Level 1 = 10, Level 2 = 8, Level 3 = 6, Level 4 = 4, Level 5 = 2, Level 6 = 2, Level 7 = 2, Level 8 = 2, Non-compliant = 0. The successful bidder is the one scoring the highest total points. In the event of equal points, the bidder scoring the highest for specified goals will be awarded.

Items include: 1.1.1 to 1.1.5 – 2, 4, 6, 9 and 12 way double door kiosks with busbars; 1.2 – Polyethylene pole box (470x370x160)mm top hung door; 1.3 – (490x490x220)mm top hung door; 1.4 – (450x400x190)mm side hung door; 1.5 – (605x450x175)mm side hung door; 1.6 – 6 way double door 3cr12 kiosk; 1.7 – 12 way double door 3cr12 kiosk. Polyethylene enclosures must be manufactured from UV stabilized LLDPE with a 25-year UV guarantee, rounded external surfaces, high impact resistance, and 2 x Grade 304 stainless steel pole mounting brackets. Doors must open at least 90 degrees, hinges integral, no piano hinges, all fixings stainless steel. Required tests: SABS Glow Wire, UV25, SABS Impact, SABS IP Rating, SABS Temperature. 3CR12 kiosks must be manufactured from 1.5mm 3cr12, with splash-proof lip, ventilating louvers, powder coated, 3-way lever locks, and a base supplied as standard. Drawings of kiosk layouts must be included. Three contactable references for supply of kiosks and poles boxes in the last five years must be provided; failure to produce documentation and references deems the tender non-responsive.

Polyethylene enclosures must pass SABS Glow Wire Test, UV25 Test, SABS Impact Test, SABS IP Rating, and SABS Temperature Test. Materials must be UV stabilized LLDPE with 25-year UV guarantee, high impact resistance, dielectric strength, and resistance to chemicals, soil, moisture, abrasion, and heat.

Pricing schedule (MBD 3.2) for firm prices. Items include: 2, 4, 6, 9, 12 Way double door kiosks with busbars; Pole Boxes (470x370x160, 490x490x220, 450x400x190, 605x450x175) with top hung or side hung doors; 6 Way and 12 Way double door 3cr12 kiosks. Prices must be fixed and inclusive of VAT.

Prices must be fixed and inclusive of VAT (or exclusive for non-VAT vendors). The offer must be valid for 120 days from the closing date. A firm delivery period must be indicated. The municipality reserves the right to adjust the scope or quantity to stay within budget. Quotations over R30,000 must be accompanied by the relevant MBD documentation.

Bidders must be registered on the Central Supplier Database (CSD); the CSD number (MAAA) is mandatory. A Tax Compliance Status (TCS) Pin or tax clearance certificate must be submitted; failure may invalidate the bid. An originally certified B-BBEE certificate or sworn affidavit must be submitted; failure results in 0 points for B-BBEE but does not render the bid non-responsive. No quotations will be considered from persons in the service of the state. Recent municipal account of the company (not older than 90 days) and of all directors/shareholders must be attached. If leasing/renting, attach latest valid copy of agreement; if no property registered, submit an affidavit confirming this.

Preference points: 80 points for price, 10 points for specific participation goals (locality), and 10 points for B-BBEE. B-BBEE status level verification certificate or sworn affidavit must be submitted to qualify for preference points. Failure to submit will result in 0 points for B-BBEE.

Danger labels on doors must be mould-in graphic type. Doors must open at least 90 degrees and stay put. No folding or telescopic door stays, no piano hinges. All rivets, bolts, nuts, washers and set screws must be stainless steel. Hinges must be at least 8mm diameter. Earth stud must be M10, 30mm stainless steel set screw, nut and spring washer. Busbars must be 350mm x 32mm x 6mm tinned copper with stainless steel set screws. Gland plate earth stud must be 30mm M10 stainless steel set screw, nut and spring washer.

The bid is subject to the Preferential Procurement Policy Framework Act, Preferential Procurement Regulations 2022, General Conditions of Contract (GCC), and any other special conditions of contract. The successful bidder will be required to sign a written contract form (MBD7).

The successful provider will be the one scoring the highest points. The Municipality does not bind itself to accept the lowest quotation.
