Functionality breakdown:

• Site Manager/Supervisor: N6/S4 Diploma or higher in Instrumentation and control/Electrical/Electronics (10) + at least 2 years' AWOS Projects/Maintenance experience (10) – max 20
• Electrician: Electrical Trade test and Wireman's license (10) + more than 2 years' electrical experience post trade test (10) – max 20
• Safety Officer: SHEQ/OHS/SAMTRAC or NOSA training certificate (5) + at least 3 years' safety experience (5) – max 10
• A resource can only be scored on one position.

Scope: Supply, deliver, install, test and commission AWOS equipment, accessories and software upgrade at OR Tambo International Airport, compatible with the existing Vaisala AviMet® system.

Contract period: 6 months.

Purpose: Upgrade field sensors to meet latest ICAO ANNEX 3 amendments and WMO-No.8, Volume 1, and replace obsolete sensors. The OEM has released AviMet software version 8.6.8.0.

Automatic meteorological observations required:

• Wind speed and direction
• Pressure (QFE, QNH, QFF)
• Temperature
• Humidity (dew point)
• Meteorological visibility
• Runway visual range
• Rain amount
• Present weather
• Lightning activity

Requirements:

• Equipment must be compatible with the installed Vaisala AviMet® system.
• Test existing cabling and wiring for reuse.
• Dispose of removed sensors per company policy.
• Contractor to design UPS battery sizing, bank arrangement and back-up time.
• Provide three copies of instruction manuals and two CDs with soft copies, setting files and relay/meter software.
• Demonstrate operation of all supplied equipment to local maintenance personnel.

Programming constraints:

• All outages must be performed between 00:00 and 04:00.
• Existing 11kV and 400V networks remain in full operation during the contract.
• No standing time or extension for poor coordination or unplanned outages.

Scope of works: Supply, deliver, install, test and commission AWOS equipment and software compatible with the existing system at OR Tambo International Airport, as per ICAO standards. The Contractor must demonstrate the operation of all supplied equipment at length to the local team.

Qualifications and experience: Bidders must submit proof of qualifications and experience, including minimum qualifications or higher, describing the type of work or purchase orders. This is part of the functionality evaluation criteria.

Quality assurance requirements: The Contractor must submit a quality plan indicating control points for quality, ensuring compliance with South African Bureau of Standards or IEC specifications. The Contractor is responsible for the quality of work of sub-contractors and suppliers.

Pricing schedule: Bidders must complete the C2.2 pricing schedule and form of offer included in the NEC Contract. The 80/20 preference point system applies, with price contributing 80 points.

Bonds/guarantees: If required by the conditions of contract, the form is given in Part 1 Agreements and Contract Data, document C1.3 (Sureties). The Employer may withhold payment until the bond/guarantee is received and accepted.

Invoicing: Within 7 days of receiving a payment certificate, the Contractor must provide a tax invoice addressed to Airports Company South Africa SOC Ltd, including contract number, VAT numbers, description of work, and amounts excluding and including VAT.

Validity period: 120 business/working days; prices must remain firm during this period.

Tax compliance:

• Submit SARS Tax Compliance Status (TCS) PIN, or CSD number if no PIN.
• Consortia, joint ventures and sub-contractors must each submit a separate TCS certificate/PIN/CSD number.
• Failure to comply may render the bid invalid.

B-bbee:

• Submit BEE Certificate and Scorecard, or BBBEE QSE/EME Affidavit.
• Preference points claimed via SBD 6.1.

Other mandatory compliance:

• Certificate of Incorporation showing ownership split.
• Central Supplier Database (CSD) report.
• VAT Questionnaire.
• ACSA Terms and Conditions.
• Proof of authority to sign (e.g. company resolution).

Security vetting: ACSA is a National Key Point; bidders may be subject to security vetting. Non-compliant bidders will not be contracted.

Foreign suppliers: Complete the foreign supplier questionnaire; if the entity answers no to all residency/branch/income/tax questions, registration for a TCS PIN is not required.

Health and safety requirements: The Contractor shall submit a complete Health and Safety Plan for this project, complying with the Occupational Health and Safety Act, 1993, and all regulations. The Contractor must not contravene any health and safety laws. The Employer may conduct safety audits, refuse access to unsafe persons, issue work stop orders for unsafe working, and no extension of time will be allowed for actions taken by the Employer. The Contractor must implement health, safety and quality standards.

Confidentiality: ACSA will not disclose bidder information without written approval. Bidders must not disclose bid information to third parties without ACSA's written approval; third parties consulted must sign confidentiality agreements and return them with the bid.

Security: ACSA is a National Key Point; bidders may be subject to security vetting. Non-compliant bidders will not be contracted.
