The council for medical schemes requires an authorised m-files reseller to renew 41 named and 8 concurrent m-files licences and to supply the associated upgrade and support subscription for twelve (12) months. Bidders must hold a valid m-files reseller certificate or an official m-files authorisation letter, and this is the phase 1 mandatory test — a bid without IT is non-responsive and never reaches pricing. Evaluation then applies the 80/20 preference point system, with 80 points for price against a detailed budget breakdown and 20 points for specific goals, and quotations must be emailed by 30 october 2026 at 23:59.
Closing and submission: bids close on 30 October 2026 at 23:59 and must be emailed to [email protected]; late bids are rejected and submissions sent as WeTransfer, Google Drive or Dropbox links are not considered.
Mandatory M-Files authorisation: a valid M-Files reseller certificate or an official M-Files authorisation letter must be submitted — without it the bid is deemed non-responsive and fails Phase 1, which also assesses eligibility and previous experience in delivering the service.
Evaluation split: 80/20 preference point system — 80 points for price based on a detailed budget breakdown and 20 points for specific goals; no minimum qualifying score is stated.
Specific goals points: Historically Disadvantaged Individuals up to 5 points (80%–100% black-owned), company size up to 3 points (EME 3, QSE 2, Generic 1), black woman-owned up to 5 points, ownership by people with disabilities up to 3 points, and youth ownership (under 35) up to 4 points.
Specific goals evidence: certified South African ID copies of directors/owners/shareholders for HDI points; a B-BBEE certificate or sworn affidavit for company-size points (awarded even if not claimed on SBD 6.1); B-BBEE certificate or sworn affidavit plus certified IDs and a CIPC document for black woman-owned and youth-owned claims; a medical certificate or letter from an accredited health professional for disability ownership; and a completed, signed SBD 6.1 — missing proof means the points are treated as unclaimed.
Returnable documents and compliance: signed SBD 1, SBD 4 and SBD 6.1 (omission or an unsigned form may disqualify), a SARS tax compliance PIN or printed TCS certificate, a National Treasury CSD report with the CSD number entered on SBD 1, a valid B-BBEE certificate or sworn affidavit for EMEs and QSEs, and proof of authority to sign such as a company resolution; consortia, joint ventures and subcontractors must each submit their own TCS certificate, PIN or CSD number.
Integrity exclusions: no award to bidders, directors, members or shareholders in the service of the state, to anyone listed on National Treasury's restricted bidders or tender defaulters database, or to parties convicted of fraud, corruption or collusion in the past five years or who submitted false information in any procurement process.
Payment and validity: quotations remain valid for ninety (90) days; CMS pays within thirty (30) days of an original tax invoice against completed milestones, invoices must be emailed to [email protected] and must quote the Purchase Order number, and no goods or services may be delivered without an official CMS Purchase Order.
