Four-stage evaluation:

Stage 1 – Responsiveness (disqualifiers): active SARS Tax Compliance PIN; attendance at compulsory briefing session; adherence to two-envelope process; valid COIDA letter of good standing; proof of professional body registration; professional indemnity insurance cover of at least twice the proposed fee; CSD summary report; all returnable documents completed and signed; no tender defaulter listing; completed Compulsory Enterprise Questionnaire with no conflicts of interest.

Stage 2 – Functionality (minimum threshold 70 points out of 100, with minimum per criterion):

1. Proposed Methodology and Approach – max 20 points, minimum 14 points. Scored against seven critical aspects listed in Schedule T2.2.6.
2. Experience/Track Record of Tenderer (lead and JV partners) – max 35 points, minimum 24.5 points. Based on combined professional fees for NRW-related bankable feasibility studies, CBA, financial modelling, project preparation and PBC procurement documents in the last 10 years: <R25m = 14 pts; R25m–R30m = 24.5 pts; R30m–R40m = 31.5 pts; >R40m = 35 pts.
3. Experience of Proposed Key Resources/Experts – max 40 points, minimum 28 points. Six key experts each scored on post-registration experience; any expert scoring below "Satisfactory" disqualifies the tender.
4. Lead Tenderer’s Quality Management System – max 5 points, minimum 3.5 points. Assessed on QMS policy coverage of 10 critical aspects (Schedule T2.2.9), organogram, CVs, proof of implementation, and ISO 9001/SANS 9000 certification.

Stage 3 – Financial Offer and Preference (80/20 PPPFA): Price 80 points, B-BBEE 20 points.

Stage 4 – Risk Analysis: tax compliance re-verification, CSD registration, document authenticity checks (48-hour evidence request), tender defaulter register, PEP/Procure checks, order-book limits (three active awards with outstanding value may exclude bidder unless outstanding value ≤10% or project stalled ≥6 months).

Scope: Provide professional services as a Transaction Advisor for two municipalities – Thembelihle Local Municipality and Kai Garib Local Municipality – to deliver:

1. Bankable Feasibility Study for NRW reduction Performance-Based Contract (PBC) projects.
2. Cost-Benefit Analysis (CBA).
3. Financial Modelling.
4. Project Preparation.
5. Development of PBC procurement documents.

Key resources required (each must meet minimum registration and experience):

• Project Manager & Team Leader: Professional Engineer (Engineering Professions Act, 2000), ≥20 years post-registration experience in planning, design, implementation, O&M of municipal water services infrastructure in South Africa.
• Civil Engineer (Non-Revenue Water): Professional Engineer or Professional Engineering Technologist, ≥15 years post-registration experience in planning, design and implementation of NRW reduction PBC projects or NRW reduction projects in SA or internationally.
• Legal, Regulatory Compliance & Construction Contracts Expert: Attorney (Legal Practice Council) or Professional Engineer with membership of Association of Arbitrators Southern Africa, AFSA or CIArb, ≥15 years experience in legal/regulatory compliance, FIDIC contract preparation, contract management, construction dispute resolution for municipal water services.
• Institutional/Organizational Development Expert: Chartered HR Professional or Master HR Professional (SABPP), ≥15 years experience in assessment, analysis, development and strengthening of water services authorities or public/private sector organisations.
• Municipal Finance/Infrastructure Investment Analysis Expert: CA(SA) or CFA, member of CIPFA or similar public-sector body, ≥15 years experience in bankable feasibility studies, project finance, infrastructure investment analysis, financial modelling.
• Environmental Management & Development / Social Facilitation Expert: Registered Environmental Assessment Practitioner (EAPSA, Section 24H NEMA), ≥10 years post-qualification experience in environmental assessments, climate change mitigation, environmental control, and social facilitation on infrastructure programmes in SA.

Lead tenderer must hold professional indemnity insurance cover of at least twice the proposed fee, effective from closing date, enforceable in SA, issued by a reputable insurer.
