Appointment of a contractor to repair a water leak and potholes next to the car rental area at king phalo airport in east london, over a six-month contract period, priced on the issued activity schedules at fixed rates. The work requires proven hot asphalt placement or speed hump construction experience in high-traffic environments, plus a qualified supervisor or foreman with pavement maintenance experience. Bidders must hold a CIDB grading of 1ce or higher and score at least 60 out of 100 on functionality before price and preference are evaluated on the 80/20 system. Bids close by email on 29 october 2026 at 12:00, with a non-compulsory briefing on 21 october 2026.
Closing and submission: email the bid to [email protected] by 29 October 2026 at 12:00 (South African time); do not CC or BCC any ACSA employee; late bids are rejected and there is no public opening.
CIDB grading: a valid CIDB certificate for grading 1CE or higher is a mandatory administration requirement, submitted with a fully completed and signed Form of Offer and Acceptance (C1.1).
Functionality threshold: minimum 60 of 100 points — company experience 50, supervisor/foreman qualification 20, supervisor/foreman experience 30; bids below 60 are not evaluated on price and preference.
Company experience evidence: four or more completion/reference letters on client letterhead score 50 points, three score 40, and irrelevant, missing or untraceable references score 0; letters must show client name, contract description, contract value and contactable client representative details, and the experience must be hot asphalt placement or speed hump construction in high-traffic areas such as shopping centres, airports, hospitals or correctional centres.
Supervisor/foreman: a National Diploma or higher in civil engineering or a construction-related field scores 20 points, N3 to N6 scores 10 and below N3 scores 0; a CV showing more than five completed pavement maintenance projects scores 30 points, three to five scores 20 and one to two scores 10.
Tax and B-BBEE proof: submit a SARS Tax Compliance Status PIN or a CSD number where no PIN is available (each joint venture, consortium or subcontractor party separately); the 20 preference points require an original or certified sworn affidavit or a SANAS-accredited B-BBEE certificate, with a consolidated certificate for joint ventures, and no proof means zero preference points without disqualification.
