4. Points awarded for specific goals

4.1. In terms of Regulation 4(2); 5(2); 6(2) and 7(2) of the Preferential Procurement Regulations,

preference points must be awarded for specific goals stated in the tender. For the purposes of

this tender the tenderer will be allocated points based on the goals stated in table 1 below as may

be supported by proof/ documentation stated in the conditions of this tender:

4.2. In cases where organs of state intend to use Regulation 3(2) of the Regulations, which states

that, if it is unclear whether the 80/20 or 90/10 preference point system applies, an organ of state

must, in the tender documents, stipulate in the case of—

(a) an invitation for tender for income-generating contracts, that either the 80/20 or 90/10

preference point system will apply and that the highest acceptable tender will be used

to determine the applicable preference point system; or

(b) any other invitation for tender, that either the 80/20 or 90/10 preference point system will

apply and that the lowest acceptable tender will be used to determine the applicable

preference point system,

1.1. Background

Broadband Infraco is a licensed state-owned company in the telecommunications sector.

Broadband Infraco provides long distance national and international connectivity to licensed

private sector partners, license-exempt project of national importance and to previously

underserviced areas. It is intended to improve market efficiency in the long-distance

connectivity segment by increasing available long-distance network infrastructure. It will also

avail capacity to stimulate the private sector innovation in telecommunications services and

content offerings.

1.2. Scope of work / service

Supply and activation of fifty-five (55) licenses for the existing 55 Huawei AR651-8W-P CPE

devices to enable L2TPv3 and DSVP functionality for temporary LTE backhaul connectivity.

The scope will include the following:

• Purchase and delivery of 55 Huawei AR651-8W-P software licenses.
• Activation and registration of the licenses on all identified routers.
• Enablement of L2TPv3 tunnelling functionality for Layer 2 transport over LTE.
• Enablement of DSVP features to support secure and efficient traffic transport across

the LTE mobilenetwork.

• Configuration and deployment support for IPsec + L2TPv3 over LTE connectivity.
• Integration of the LTE backhaul solution with the existing Broadband Infraco network

infrastructure.

• Testing and verification of connectivity and tunnel stability across all affected sites.
• Support for temporary backhaul connectivity for OR Tambo and uMzinyathi

Municipality sites over LTE Provider.

• Provision of secure communication over public mobile LTE networks from Isando IDC

to Remote sites.

The solution will provide a temporary, secure, scalable, and rapidly deployable LTE-based

backhaul network.

B-BBEE Details: Broadband Infraco to validate the copy on the SARS website for all price quotations exceeding

the value of R30 000 (VAT included). Failure to submit the copy of valid Tax Clearance Certificate and

7. The onus is on the bidder to ensure that Broadband Infraco receives a valid Tax Certificate as soon

as the validity of the said certificate expires.

8. Bidders must attach a valid B-BBEE certificate, correct affidavit or valid exemption letters with the bid.

9. Bidders must submit the full CSD report.
10. Bidders are required to complete PART A for all price quotations exceeding the value of R30 000

(VAT included).

11. This RFQ will be evaluated in terms of Price and Specific Goals system and points shall be awarded

accordingly.

14. Broadband Infraco will only commence payment processes after fulfilment of the conditions contained

in the contract and/ or on receipt of an invoice from the service provider and after such has been

approved by the client division as representing the servic

bidder will be approved by Broadband Infraco).

6. Bidder is required to submit copy of Tax Clearance Certificate and verification information (PIN) to be

used by Broadband Infraco to validate the copy on the SARS website for all price quotations exceeding

the value of R30 000 (VAT included). Failure to submit the copy of valid Tax Clearance Certificate and

verification information will result in the invalidation of this RFQ. It is the responsibility of the bidder to

ensure that Broadband Infraco is in possession of the bidder’s valid Tax Clearance certificate.
