management, water pipe (bulk and reticulation) replacement or installation, inspection

and replacement of domestic and non-domestic water meters, and development (social)

facilitation, with the projects having a combined value of at least R200 million in the past

seven years.

2. Have successfully provided services as a Contractor for the construction of new,

rehabilitation, refurbishment, upgrading, water supply distribution systems and networks

in municipalities in South Africa or internationally, with the projects having a combined

value of at least R300 million in the past seven years. In the case of unincorporated

joint ventures, consortia, or associations, the Lead Tenderer must meet this minimum

requirement.

3. The Lead Tenderer or any of its partners in a JV, consortia or association, is registered

with the Construction Industry Development Board (CIDB) in a contractor grading

designation of 7CE or higher at the closing date for submission of this tender, or

capable of being registered with the CIDB in a contractor grading designation of 7CE or

higher, within 21 working days of the closing date of this tender as per CIDB

requirements - in which case, the Lead Tenderer must submit proof of the submission it

4. Establishment and Use of the Panel

i) The list of successful Bidders that are admitted to the NRW PBC Contractor Panel will

be published on the DBSA tender website (www.dbsa.org) under “Awarded Tenders”.

ii) Bidders that are not listed in the Panel will be deemed to be unsuccessful and will not

receive Letters of Regret.

iii) Appointment to the panel is neither a binding contract nor does it place an obligation

on the DBSA to procure services from the panel member. The services shall be on an

iv) It is the responsibility of panel members to inform the DBSA on a continuous basis of

E1.1 Notice and Invitation to submit a Request for Registration

Requests for Registration (RFR) are invited by the Water Partnerships Office (WPO) through the

Development Bank of Southern Africa (DBSA) for the provision of services as a PBC Contractor for Non-

Revenue Water (NRW) reduction projects in various beneficiary municipalities using Performance-Based

Contracts (PBC). It is the intention of the WPO to establish a panel of pre-qualified PBC Contractors to be

used by the WPO (through the DBSA) or by municipalities to procure PBC Contractors for NRW reduction

projects. There is however no guarantee on the number of municipalities that will make use of this panel and

work generated from it.

The Employer is the Development Bank of Southern Africa (DBSA).

Respondents (i.e. Lead Tenderers or any of its partners in a JV, consortia or association) must have a

Construction Industry Development Board (CIDB) contractor grading designation of 7CE or higher at the

any South African Banking Institution that amounts to the value of 10% of the Contract

applicable Professional Liability and/or Indemnity Insurance, covering all disciplines per
