Bidders must deliver bids to the correct address by the stipulated time. Late bids will not be accepted. Bids must be submitted on the official forms provided or in the prescribed manner. The successful bidder will be required to fill in and sign a written Contract Form (SBD 7).

Bidders must achieve 70% of the technical requirements to be considered for the next phase. The evaluation criteria include the provision of a valid Air Operating Certificate, Air Operations Specification, Air Services License, and Commercial pilot license.

The service provider must provide a four-seater Jet Ranger helicopter or equivalent, equipped with safety equipment, emergency plan, operational communication system, high skids, siren, Aviation GPS, removable or sliding doors, and specialized software.

The dedicated pilot must have a minimum of 500 flying hours for Aerial census and 1000 flying hours for helicopter Turbine / Piston.

The pricing schedule includes Helicopter Services at Mokala National Park for the purpose of September 2026 excluding ferry: 32 Hours. Payment will be made in accordance with the PFMA within 30 days of receipt of invoice.

Bidders must be registered on the Central Supplier Database and have a valid tax clearance certificate. Bidders must also comply with the Broad-Based Black Economic Empowerment requirements and submit a valid B-BBEE certificate or a sworn affidavit.

The contract will be subject to the General Conditions of Contract (GCC) and, if applicable, any other Special Conditions of Contract. The successful bidder will be required to fill in and sign a written Contract Form (SBD 7).

The service provider will be responsible for the provision of helicopter services to conduct Annual Aerial Census for Scientific Services operation at Mokala National Park. The operations will be for a once-off period [September 2026] and require a four-seater Jet Ranger helicopter or equivalent.

Phase 1: Mandatory evaluation criteria. The bidder must indicate its compliance / non-compliance to the requirements and should substantiate its response with supporting evidence.
