SAWS may shortlist and request final presentations. SAWS may conduct site visits to verify premises and capacity before award. SAWS may reject bids not market-related, with incomplete SBDs, or where tax matters are not in order.

The service provider must have duly approved operational premises with necessary infrastructure and relevant accreditation. SAWS may conduct a due diligence site visit before award.

Pricing on SBD 3.3. Bidders must quote a ceiling price (VAT inclusive) covering all phases and expenses. Provide a cost breakdown of the ceiling price. State whether rates are firm for the full project period; if not, specify adjustment basis (e.g., CPI). State period required for commencement after acceptance. All prices in South African rand, inclusive of VAT.

Tax Compliance: Submit SARS Tax Compliance Status (TCS) PIN or printed TCS certificate, or CSD number if no TCS PIN. Joint ventures/subcontractors must each submit separate TCS/CSD. Bidders must not be persons in the service of the state, nor have directors/members who are. B-BBEE: Submit a B-BBEE Level Verification Certificate or sworn affidavit (for EMEs & QSEs) to claim preference points. Foreign suppliers must complete the questionnaire in Annexure A. SAWS may request audited financial statements before award. SAWS may conduct reference/background checks.
