Submit quotations via email to [email protected] or via Microsoft OneDrive shared with that address. All documents must reference RFQ/HC/SAMTRAC/2026/08. Bids must be received by the closing date and time; late bids are not accepted. The quotation must remain valid for 60 days. Returnable documents: SBD1 (Invitation to Bid), SBD4 (Bidder's Disclosure), valid Tax Clearance Certificate or PIN, valid B-BBEE certificate or EME/QSE affidavit, SBD6.1 (Preference Points Claim), and CSD registration report. Evaluation is staged; failure at any stage disqualifies. Stage 1: Compliance – all returnable documents submitted. Training must enable delegates to: understand OHS fundamentals, legal requirements under the OHS Act, hazard identification and risk assessment (HIRA), incident prevention and investigation, safety culture, advanced OHS management, develop and maintain Health and Safety Management Systems (HSMS), conduct detailed HIRA, investigate incidents and implement corrective actions, improve safety performance. Proposal must cover topics: Health and Safety Management Systems, Legal Framework, HIRA, Incident Investigation and Analysis, Occupational Health and Hygiene, Environmental Management, Safety Management Practices, Risk Control and Mitigation. Training must be delivered online via Microsoft Teams.

Proposal must provide relevant and verifiable evidence that the training meets or exceeds minimum requirements. Methodology must meet SMART goals. Course content must fully cover facilitator training needs; partial coverage scores lower.

Provide detailed CVs of proposed facilitators with valid and verifiable qualifications and experience in Health and Safety. CV with 5-8 years of experience scores higher; less than 5 years scores lower; no evidence scores zero. References must be for similar SAMTRAC training; three or more contactable references score higher.

Pricing must be submitted as part of the quotation. The 80/20 preference point system applies: 80 points for price, 20 points for specific goals. Specific goals include small business (EME/QSE) and black woman ownership, with points allocated based on B-BBEE status and shareholding.
