Bidders must submit a detailed proposal outlining their capabilities, experience, and approach. The submission must include a valid Tax Clearance Certificate(s) and/or proof of application endorsed by SARS and/or SARS-issued verification pin. Bidders must complete and sign SBD 4 (Bidder's Disclosure) and SBD 6.1 (Preferential Procurement Claim Form). A certified copy of director(s) ID(s) not older than six (06 months) and a CIPC document are also required. The submission must be completed by the authorised company representative.

The evaluation criteria include a functional evaluation out of a maximum of 100 points, with a threshold of 75 points. The evaluation will assess the bidder's technical/ functionality, portfolio of services, methodology, experience, and company profile. The bidder must submit a detailed project plan highlighting deliverables, accountability/owner, and timelines.

The technical specifications include the provision of publication services for a period of twelve (12) months. The services include conceptualisation, content creation, design, layout, and desktop publishing (DTP) of A4 Gloss newsletters, Dimension Lengthwise (DL) brochures, flyers, and A5 booklets. The bidder must ensure compliance with the MICT SETA branding and quality standards.

The bidder must submit a detailed methodology and approach aligned to the deliverables and scope of work highlighted in the RFQ document.

The bidder must demonstrate experienced personnel with proven capacity to manage and deliver the publication production process.

The bidder must submit a pricing schedule that includes all costs associated with the provision of publication services.

The financial requirements include a valid Tax Clearance Certificate(s) and/or proof of application endorsed by SARS and/or SARS-issued verification pin. The bidder must also submit a pricing schedule.

The compliance requirements include registration on the National Treasury Central Supplier database, compliance with environmental sustainability practices in printing, and compliance with all legal and regulatory requirements.

The bidder must ensure compliance with all health and safety regulations and standards.

The contract period is twelve (12) months. The contract may be terminated by either party with written notice. The bidder must ensure compliance with the MICT SETA branding and quality standards.
