The RFQ invitation document must be completed, signed, and submitted as a whole by the authorised company representative. Evaluation is in two stages. First, functionality/technical criteria out of 100 points, with a minimum threshold of 80 points. Bidders scoring below 80 are declared non-responsive. Functionality categories and points: Reference letters (10), Moodle platform functionality (20), Assessment delivery and security features (15), Methodology and implementation approach (25), Support, maintenance and SLA commitments (15), Solution demonstration (15). Reference letters: at least six contactable letters from different RSA clients, signed on letterhead, dated, with contact details, project description and duration. Points reduce with fewer letters. If sub-contracting, reference letters must be from the main bidder. Moodle platform functionality: solutions document proving fully hosted LMS, web-based access, mobile/tablet compatibility, role-based access, and 1,100 concurrent/reusable licences. Assessment delivery and security: screenshots showing question types, randomisation, auto/manual marking, secure authentication, audit trails. Methodology: must address Moodle deployment, user setup, assessment template configuration, training, and implementation plan. Support: must cover assessment-day support, helpdesk, maintenance, incident response SLA, backup/disaster recovery/uptime. Solution demonstration: screenshots showing navigation, assessment creation, learner experience, reporting, security. Second stage: only bidders passing functionality are evaluated on Price and Specific Goals under the 80/20 preference point system (80 points price, 20 points specific goals). Specific goals: 51% owned by historically disadvantaged persons (10 points), 51% owned by historically disadvantaged women (5 points), 51% owned by historically disadvantaged youth (5 points). Enterprises not owned by historically disadvantaged persons get 0 points. To claim specific goal points, submit CIPC document, valid share certificate(s) showing percentage shareholding, and certified ID copies of directors (not older than 6 months). Failure to submit proof means no specific goal points are claimed.

The service provider must supply, configure, and support reusable Moodle licences for 12 months. The Moodle platform will deliver External Integrated Summative Assessments (EISA) for occupational qualifications, aligned with QCTO requirements. Licensing: concurrent/reusable learner licences, reusable across multiple assessment sittings, valid for minimum 12 months, with user management (enrolment, suspension, reassignment). Platform: fully hosted LMS, web-based access, compatible with desktop, tablet and mobile devices, role-based access (Administrator, Assessor, Invigilator, Learner). Assessment question types: structured, multiple choice, short answer, long answer, scenario/problem-based, constructed response, extended constructed response, true/false, matching columns, fill in the missing word. Delivery features: secure online test delivery, timed assessments, randomisation of questions and answer options, question banks, auto-marking for objective questions, manual marking tools, rubric-based grading for ECR. Security: secure login, user access control, prevention of copy/paste and multiple logins, audit trails and activity logs; optional browser lockdown and proctoring integration. Reporting: real-time progress monitoring, attempt logs, scores and performance analytics, CSV/Excel export, item analysis (difficulty and discrimination index). Performance: minimum 1,100 concurrent users, uptime at least 99%, load balancing. Hosting: cloud-based, POPIA-compliant data storage, regular backups and disaster recovery plan, SSL encryption (HTTPS). Support: technical support on assessment days, helpdesk (email/phone), maintenance and updates, incident response within agreed SLA timelines. Deliverables: fully functional Moodle environment, activated reusable licences, configured assessment templates, user setup (admin and assessor accounts), training session for administrators and assessors, technical support throughout the contract period.

Bidders must provide a detailed implementation methodology and approach covering: Moodle deployment and configuration, user setup and access management, assessment template configuration, training approach, and project implementation plan with timelines. This category is worth 25 points, with points awarded proportionally for meeting the five requirements.

Bidders must demonstrate experience in deploying, hosting, configuring, and supporting Moodle LMS platforms or similar eAssessment solutions. Submit at least six contactable reference letters from different RSA clients, fully signed on client letterhead, dated, with contact details, project description, and implementation duration. Points: 5 letters = 10, 4 = 9, 3 = 6, 2 = 3, 1 = 1, none = 0. If sub-contracting, reference letters must be from the main bidder.

The Moodle platform must support secure, scalable, and reliable online assessments aligned with QCTO requirements. System performance: minimum 1,100 concurrent users, uptime at least 99%, load balancing. Hosting must be cloud-based with POPIA-compliant data storage, regular backups, disaster recovery plan, and SSL encryption.

Pricing schedule: provide unit price and total cost excluding VAT for supply, configure, and support of 1,100 reusable Moodle licences. Show sub-total, VAT at 15%, and total price including VAT. Quotation valid for 90 days from closing date. Indicate delivery period, whether delivery period is fixed, whether prices are fixed, and whether quote is strictly to specification. Pricing schedule: bidders must provide unit price and total cost excluding VAT for the supply, configure, and support of 1,100 reusable Moodle licences. Sub-total, VAT at 15%, and total price including VAT must be shown. The quotation must remain valid for acceptance for 90 days from the closing date. Bidders must indicate delivery period after order receipt, whether delivery period is fixed, whether prices are fixed, and whether the quote is strictly to specification. Bidders bear all costs of preparing and submitting the RFQ; MICT SETA is not liable for any such costs.

Bidders must be registered on the National Treasury Central Supplier Database (CSD) prior to submission. A valid tax clearance certificate or SARS-issued verification pin is required. Bidders must not be under procurement prohibition by National Treasury, not bankrupt, and not engaged in corrupt or fraudulent practices. Form A (Bidder's Eligibility) requires declaration of no bankruptcy, no corrupt/fraudulent practices, and no pending legal action impairing operations. SBD 4 (Bidder's Disclosure) requires disclosure of any director/shareholder employed by the state or connected to anyone at MICT SETA; false disclosure disqualifies the bid. SBD 6.1 (Preferential Procurement Claim Form) claims specific goal points. Certified copies of directors' IDs (not older than 6 months), CIPC document, and shareholding certificate are required.

The quotation is subject to the Government Procurement: General Conditions of Contract. MICT SETA does not bind itself to accept the lowest or any RFQ, and is not liable for bid preparation costs. No RFQ is accepted until a formal contract or letter of intent is executed. MICT SETA reserves the right to: not evaluate non-compliant RFQs; negotiate with preferred bidders; contact bidders for clarification without informing others; award to one or more bidders; withdraw or cancel the RFQ at any stage; accept an RFQ in part or full; and select bidders based on greatest benefit, not necessarily lowest cost. The contract period is 12 months.
