DFFE may reject quotations not in the prescribed format, illegible, or incomplete. No goods or services may be delivered before an official purchase order or appointment letter is received. The lowest or any offer will not necessarily be accepted; DFFE may negotiate price with the recommended bidder only. DFFE may perform due diligence and request additional information to validate submissions. POPIA applies to processing of personal information submitted with the bid.

Suppliers must submit a formal quotation on an official company letterhead including VAT per item (where applicable), the supplier's CSD (MAAA) number, and accurate banking details. All SBDs (SBD 4 and SBD 6.1) must be duly completed and signed. Completed and signed SBD documents, the supplier's formal quotation, and a CSD report are required returnable documents.

80/20 preference point system applies (quotation value up to R1 000 000): 80 points for price, 20 points for specific goals. Price points calculated using the formula Ps = 80(1 - (Pt - Pmin)/Pmin). Specific goals: 20 points for more than 50% ownership by Black people, women, or people with disabilities; 0 points for 50% or below. Trusts, consortia, or joint ventures qualify if average combined ownership exceeds 50%. Bidders claiming specific goals must submit SBD 6.1, a medical certificate (if claiming disability), a SANAS/CIPC-accredited B-BBEE certificate or sworn affidavit, and a CIPC ownership certificate. Failure to submit proof means no preference points are claimed. Mandatory requirement: programme must be ICF and ACSTH accredited (Level 1); bidders failing to meet this are disqualified. Professional business coaching programme, delivered face to face, spread over a minimum of 3 months. Key content areas: core ICF coaching competencies applied across business scenarios; aligning individual and organisational strategies; coaching as a leadership and management capability for team performance; ethics of coaching; distinction between coaching, consulting, therapy, counselling and mentoring; theories, the v-growth model and integrative practices; enhanced self-awareness and empathy. Programme must be approved and accredited by the International Coaching Federation (ICF) and ACSTH (approved Coach-specific Training hours), Level 1 approved programme. Bidder must submit the accreditation certificate. 15 CPD points after completion. Certification: learner receives a certificate of competence after the course. Training venue: around Gauteng. Quantity: 1 per item.

Pricing schedule with three items: (1) Professional Business Coaching Programme, (2) Certification, (3) Training Venue — each quantity 1. Quotation must show unit and total amounts, total excluding 15% VAT, VAT amount, and grand total including VAT. All delivery costs and applicable taxes (VAT, PAYE, income tax, UIF, skills development levies) must be included in the bid price. Prices must be firm and valid for 90 days. Quotation must be on company letterhead reflecting item descriptions, validity, banking details, contact details and CSD MAAA number.

CSD registration required; CSD report and MAAA number must be submitted. Tax compliance status verified via CSD or SARS e-Filing; non-compliant bidders given 7 working days to rectify. SARS TCS PIN or CSD number required; each party in a consortium/JV must submit separate TCS/CSD. SBD 4 (Declaration of Interest) must be completed and signed. SBD 6.1 (Preference Points Claim) must be completed and signed to claim specific goals. Bidders claiming disability must submit a medical certificate from a practitioner with a practice number. B-BBEE certificate or sworn affidavit (SANAS/CIPC accredited) and CIPC ownership certificate required to claim specific goals. Bidders must not be listed on the National Treasury's Database of Restricted Suppliers or defaulters. No bids from persons in the service of the state or companies with such directors/members.

A maximum of 20 points will be awarded for Specific Goals: 20 points if the Bidder has more than 50% ownership of Black People, Women, or people with disabilities; 0 points if ownership is 50% or below. A trust, consortium or joint venture qualifies for preference points if their average combined ownership exceeds 50% on specific goals (ownership/directorship combined and divided by the number of companies). To claim points, bidders must submit a complete and signed SBD 6.1, a Medical Certificate (practice number required) when claiming for disability, a SANAS/CIPC-accredited B-BBEE certificate or sworn affidavit indicating level of historically disadvantaged ownership, and the Ownership Certificate issued by CIPC. Failure to submit supporting documentation will be interpreted as not claiming preference points.
