Bidders must submit their bids online through the e-tender portal. The bid must be addressed to Supply Chain Management, NLC. The deadline for submission is 27 August 2026 at 11:00. Late submissions will not be accepted.

The evaluation criteria include company experience, written reference letters, capacity and ability to implement, technical compliance and solution capability, implementation methodology and project delivery, skills, capacity and knowledge transfer, and service level agreement. The evaluation will be based on a scoring matrix with weights assigned to each criterion.

The National Lotteries Commission requires a modern, secure and enterprise-grade Electronic Board Portal Solution that supports the effective administration and governance of the Board and its various Committees. The proposed solution must provide an intuitive, highly secure and collaborative digital platform that enables the end-to-end management of Board and Committee activities.

The bidder must demonstrate a clear, practical and risk-based implementation methodology that ensures the successful delivery of the proposed Electronic Board Portal Solution. The methodology must include project governance and control framework, solution implementation and delivery, project planning, scheduling and milestone management, risk, security and business continuity management, and operational transition and service management.

The bidder must demonstrate that the proposed project team possesses the appropriate qualifications, experience and technical capability to successfully implement, configure, support and maintain the Electronic Board Portal Solution.

The bidder must demonstrate a comprehensive quality management approach that ensures the quality of the proposed Electronic Board Portal Solution. The approach must include software QA methodology and standards, test planning, execution, defect management, and regression testing.

The pricing schedule must include all costs associated with the implementation, configuration, support and maintenance of the Electronic Board Portal Solution for the duration of the contract.

The financial requirements include a comprehensive Service Level Agreement, support and maintenance model, and pricing schedule. The bidder must demonstrate a comprehensive, practical and governance-driven service management approach that ensures the ongoing availability, security, performance and sustainability of the proposed Electronic Board Portal Solution.

Bidders must comply with the Central Supplier Database (CSD) registration requirements, tax compliance, and B-BBEE regulations. The bidder must provide a valid Tax Compliance System PIN and register on the CSD. The bidder must also comply with the Protection of Personal Information Act (POPIA) and the Promotion of Access to Information Act (PAIA).

The bidder must ensure that all its employees, including those of any sub-contractor, are covered in terms of the Compensation for Occupational Injuries and Diseases Act.

The proposed solution must support future integration through secure APIs with various systems, including Microsoft 365, Microsoft Entra ID/Active Directory, and other authorised NLC enterprise systems.

The contract shall be for a period of five (5) years, comprising implementation and configuration, data migration, training, Go-Live, Hypercare, ongoing maintenance, technical support, software upgrades, and security updates.
