Bidders must be registered on the Sentech Supplier Database and tax compliant. Must possess a valid CIDB Certificate grade 1SN or above and a valid COIDA Letter of Good Standing. Must demonstrate proven experience in waterproofing works as main contractor (completion certificates required). Must employ a site foreman with at least 3 years experience in General Building and Maintenance. Must be able to provide all required safety documentation including mast climbing certificates, medical fitness certificates, public liability insurance, and COID/FEM registration. Preference points awarded for B-BBEE compliance with at least 51% black ownership (10 points), 51% women ownership (8 points), and disability confirmation (2 points).

1. Project objective

The objective of this project is to restore the waterproofing integrity of the existing concrete roof and

external building walls, prevent water ingress, improve drainage, repair surface defects, and provide a

durable weather-resistant finish suitable for harsh environmental conditions.

The works include the removal of existing roof waterproofing systems, roof repairs, replacement of

screeds where required, installation of new torch-on waterproofing membranes, waterproofing of

external walls, crack repairs, and application of a weatherproof paint system.

10. Site access

Access to Sentech sites is mostly by means of gravel roads. In some instances, the roads

may be paved with a bituminous surface in other instances maybe concrete or concrete strips

roads. The contractors are requested to use 4 x 4 vehicles to access our sites.

Although we try our best to maintain these roads as best as possible some of the paved and

concrete roads cannot be accessed with an ordinary vehicle.

Some may be very steep in places with very tight turns which would make access difficult for

ordinary vehicles.

responsiveness requirements as set out in section 2 of the RFQ Data.

2. Stage 2 Functional Evaluation Criteria

The proposals that COMPLY with the Mandatory evaluation criteria be

evaluated against the Functional Criteria. Suppliers meeting the minimum

requirement will be evaluated further.

3. Stage 3 Price and Preference

Suppliers with the lowest Price offered will score the highest points. Only

Suppliers that submit a valid B-BBEE Certificate can claim preference

12. Communication protocol

12.1.1.SITE Hand over meeting

This is the official hand over of the site to the contractor for the duration of the contract. This

is the first meeting on site of all the relevant parties who will be involved in the contract for its

entire duration.

12.1.2.PROGRESS Meetings

The intervals of progress meetings should be decided at the first site hand over meeting. The

Infrastructure Services Manager shall carry out additional intermediate site inspections.

12.1.3.SENTECH Line of reporting problems

Any problem, which may arise during the contract, should be reported immediately to the

Infrastructure Services Manager.

If the Infrastructure Manager is not available, it should be reported directly to the Operations

Manager.

12.2.QUALITY Assurance

Quality assurance inspection will be carried out at all the key dates and milestones

established at the site handover meeting.

The Infrastructure Services Manager or Sentech trade tested rigger shall carry out site

inspections before, during and upon completion of the contract.

12.3. Execution programme

Timeous completion of the project is of utmost importance for Sentech.

To ensure and to assist the contractor to monitor his or her own progress, he or she will be

required to provide Sentech with a detailed execution schedule when providing a quotation.

This schedule should be in the Bar Chart format.

It should highlight the following key information but not limited to:

13. Constraints

Occupational Health & Safety regulations determine that mast work can only be performed under specific

weather conditions.

Inclement weather conditions remain the single biggest constraints to timeous completion of mast painting

projects.

It should be borne in mind that in addition to normal inclement conditions some sites may be affected by

high winds and mist at certain times of the day.

Contractors are therefore urged to familiarize themselves with the historic prevailing weather conditions

of the specific region.

The contractors must therefore allow for inclement weather-related delays in theirs schedule. Any

inclement weather days and consequential inclement weather days accumulated during this contract will

be granted as extension of time as there will be no monetary compensation.

14. SENTECH house rules

It is the responsibility of the contractor to familiarize himself with Sentech House Rules for external

contractors working on a Sentech site.

The site must be kept clean at all times. All debris and any other foreign material must be disposed of at

a designated landfill site where required.

3. Technical scope of works

3.1 Preliminary and General

The Contractor shall:

Attend compulsory site inspection.

Verify all quantities and dimensions.

Provide supervision, labour, materials, tools, equipment and transport.

Establish and maintain site safety measures.

Provide scaffolding, lifelines and fall arrest systems.

Protect existing infrastructure during construction.

Remove all waste from site upon completion.

4. Roof waterproofing works

4.1 Roof Preparation

The Contractor shall:

Remove existing waterproofing membranes.

Remove all loose materials.

Dispose of demolished materials at an approved disposal facility.

Clean roof surfaces thoroughly.

Remove contaminants including oils, grease and dirt.

Prepare surfaces in accordance with waterproofing manufacturer's requirements.

4.2 Drainage System Inspection

The Contractor shall:

Inspect all roof outlets and drainage systems.

Clean and clear all full-bore outlets.

Conduct CCTV inspection of drainage pipes.

Remove all blockages.

Report damaged pipework requiring repair.

4.3 Outlet Treatment

The Contractor shall:

Remove outlet leaf guards and steel clamping rings.

Dress waterproofing membranes into outlet throats.

Seal all outlets.

Clean and repaint steel components.

Reinstate outlet assemblies.

4.4 Crack Repairs

The Contractor shall:

Repair substrate cracks.

Repair honeycombing and voids.

Fill imperfections using approved repair mortars.

Ensure surfaces are sound before waterproofing.

4.5 Roof Screeds

The Contractor shall:

Remove defective screeds where falls are inadequate.

Supply and install new screeds.

Incorporate approved crystalline waterproofing admixture.

Form minimum falls of 1:100 towards drainage outlets.

Average screed thickness approximately 50 mm.

4.6 Waterproofing System

The Contractor shall supply and install:

4 mm dual reinforced torch-on waterproofing membrane.

Fully bonded waterproofing system.

Waterproofing to all roof surfaces, upstands, flashings and penetrations.

Minimum 75 mm side laps.

Minimum 100 mm end laps.

200 mm polyester reinforced liquid mastic flashing strips to all termination points.

All waterproofing shall be installed strictly in accordance with manufacturer's specifications.

5. External wall waterproofing and painting

5.1 Surface Preparation

Inspect all external walls.

Remove loose and flaking paint.

Remove mould, algae and contaminants.

Pressure clean wall surfaces.

Prepare surfaces for waterproofing and painting.

5.2 Crack Repairs

The Contractor shall:

Open and repair cracks.

Apply approved crack repair compounds.

Repair damaged plaster.

Prepare surfaces for waterproofing.

5.3 Wall Waterproofing

The Contractor shall:

Apply approved waterproofing treatment to all external walls.

Treat joints and vulnerable areas.

Apply waterproofing in accordance with manufacturer's recommendations.

5.4 Painting

The Contractor shall:

Apply primer coat where required.

Apply premium quality elastomeric/rubber-based waterproof exterior paint.

Match existing building colour.

Apply minimum two finishing coats.
