Evaluation is in two stages.

Stage 1 – Phase 1: Mandatory Compliance

Stage 1 – Phase 3: Functionality Compliance (100 points)

• Locality: within 2.5km radius of Bizana CBD = 20 points; beyond = 10 points.
• Accessibility: closer to public transport routes = 15 points; closer to government departments (DoH, SAPS, DoSD, major banks, SAPO) = 10 points; single storey/ground floor = 10 points; wheelchair ramps = 5 points.
• Suitability: 500-600 sqm office size = 15 points; 400-500 sqm = 10 points; 40 parking bays = 10 points; 20 parking bays = 5 points.
• Minimum 70 out of 100 required to pass functionality.

Stage 2 – Price and Specific Goals (100 points)

• Price: 80 points.
• Specific Goals: 20 points under the 80/20 preference point system.
• Specific goals points are allocated based on B-BBEE status and ownership (e.g., Level 1-2 with at least 51% black women ownership = 20 points; Level 3-4 with at least 51% women ownership = 18 points; Level 1-2 with at least 51% black youth or disabled ownership = 16 points; Level 1-2 = 14 points; Level 3-8 with at least 51% youth or disabled ownership = 12 points; Level 3-4 = 8 points; Level 5-8 = 4 points; non-compliant = 0 points).
• If a bidder claims more than one specific goal category, SASSA allocates points based on the specific goal with the highest points.

SASSA requires office accommodation of 400-600 square metres for the Bizana Local Office, including a guardroom and vehicle parking, over a 60-month period.

Scope of work:

• Supply and letting of office accommodation as per SASSA norms and standards.
• Compliance with the office layout plan (Annexure B).
• Buildings must have brick and mortar outer walls.
• Site viewing will be conducted after bid closing to verify specification compliance.

Deliverables and milestones:

• Provide Occupational Health and Safety (OHS) compliant buildings.
• Within 21 days of site handover, provide the following certificates: occupancy, electrical compliance, glazing, plumbing, air conditioning, fire, and energy performance.
• Offices must be easily accessible to SASSA clients, in a business zone and closer to transport routes.
• OHS compliant offices with ramps, ablution facilities for disabled, emergency exit signs, and firefighting equipment.
• Supply, delivery and commissioning of back-up power supply.
• Supply, delivery and connection of back-up water tanks with electric pump.
• Supply, delivery and installation of burglar proofing to all external openings (windows and doors).

Tenant installations:

• All SASSA IT installations must be handled by SASSA.
• Any other building features are the landlord's responsibility.
