Bids must be delivered to the bid box at the entrance of 4-6 Alkmaar Street, Dal Josaphat, Paarl, or to the Supply Chain Management Office, by 11:00 on the closing date. Late bids will not be accepted.

• The original bid, covering letter and supporting documents must be sealed in an envelope endorsed with the bid number, title and bidder's name.
• Bids must be submitted on the official forms provided, not re-typed, and all blanks must be completed in full.
• The Pricing Schedule must be fully completed and priced; failure to do so invalidates the bid.
• Bid documents must not be separated or pages detached.
• Bids must be signed by an authorised person; for companies, a board resolution certified by the chairman must accompany the bid. Joint ventures must provide the notarially certified joint venture agreement and authorisation certificates from each participant.
• Returnable forms: SBD 1 (Invitation to Bid), SBD 3.1 (Pricing Schedule), SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim).
• Disqualification risks: any returnable form unsigned or omitted, late submission, incomplete pricing, or failure to comply with mandatory requirements.

Documents to submit: SBD1, SBD3.1, SBD4, SBD6.1, CSD report, SARS tax clearance letter and PIN, CIPC certificate, B-BBEE certificate, letter of appointment of authorized person, Compensation Commissioner good standing letter, operator competency certificate, Percentage Ownership Affidavit (Annexure 1), Location of Enterprise Affidavit (Annexure 2) with proof of premises.

Evaluation is conducted in four phases: Phase 1 Mandatory Requirements, Phase 2 Administrative Compliance, Phase 3 Technical Evaluation and Specification Compliance, Phase 4 Preference Points system.

• Phase 1: SBD 4 must be complete and signed; failure to submit it renders the bid non-responsive.
• Phase 2: Bidders must be registered on the CSD, be tax compliant with SARS, be registered with CIPC, submit a B-BBEE certificate, provide proof of authority for the signatory, submit a valid letter of Good Standing with the Compensation Commissioner, and provide a certified operator competency certificate.
• Phase 3: Only bidders passing Phases 1 and 2 are evaluated. Bidders must indicate compliance with technical specifications in Technical Information Section 3.2.14 and sign the declaration under Section 3.
• Phase 4: Award is based on the 80/20 preference points system: maximum 80 points for price and 20 points for specific goals (women 5, people with disability 5, youth 5, location of enterprise in Eastern Cape, B-BBEE status level 1-2 QSE/EME).

The scope is the hire of a 20 ton excavator with rock bucket and operator for the Ncora Irrigation Scheme Canal Rehabilitation Project at Ncora in the Eastern Cape, for DWS Construction South.

• The operator must hold a valid competency certificate (certified copy not older than 3 months) to operate the excavator.
• Bidders must allow for all labour, material, machinery and everything necessary for execution and completion of the contract in accordance with the bid documents.

The Pricing Schedule (SBD 3.1) must be fully completed and priced. Payments will be made by Electronic Fund Transfer.

Payments under the contract will be made by Electronic Fund Transfer.

• No other financial requirements (e.g. bonds, guarantees) are stated in the document.

Mandatory compliance documents:

• SBD 4 (Declaration of Interest): discloses whether any director or shareholder is employed by the state or connected to anyone at the procuring institution. False declarations disqualify the bid.
• SBD 6.1 (Preference Points Claim): claims B-BBEE points under the PPPFA 80/20 system.
• CSD registration: submit a CSD report.
• SARS tax compliance: submit a TCS PIN or certificate; each party in a consortium/JV/sub-contractor arrangement must submit their own.
• CIPC registration: attach a copy of the CIPC/CIPRO certificate.
• B-BBEE certificate: original or certified copy; failure to submit forfeits preference points.
• Letter of appointment of authorised signatory, with proof of authority (e.g. board resolution).
• Valid letter of Good Standing with the Compensation Commissioner (COIDA) and/or third-party insurance registered with the Financial Service Board.
• Certified copy (not older than 3 months) of the excavator operator's competency certificate.
• Bidders must not be persons in the service of the state, or companies/close corporations with directors/members in the service of the state.

Preference points for specific goals: women ownership (5 points), people with disability ownership (5 points), youth ownership (5 points), location of enterprise in Eastern Cape (2 points), B-BBEE status level 1 or 2 contributors who are EME or QSE (3 points). Points claimed based on pro-rata percentage ownership. Proof required: Percentage Ownership Affidavit (Annexure 1), Location of Enterprise Affidavit (Annexure 2) with proof of premises, and B-BBEE verification certificate or sworn affidavit for EME/QSE.

Bidders must provide a valid letter of Good Standing with the Compensation Commissioner in terms of the Compensation for Occupational Injuries and Diseases Act, and/or third-party insurance registered with the Financial Service Board.

The contract is governed by the National Treasury General Conditions of Contract (NT GCC). Any variations are given in the Special Conditions of Contract (SCC), which supplement the GCC and prevail in case of conflict.

Mandatory requirements: SBD 4 complete and signed.
