(d) The Employer accepts no responsibility or liability arising from any reliance on or use

of the electronic version provided in terms of this clause. The Employer further does not

guarantee that the electronic version corresponds with the issued Tender documents in

documents may not reflect any notices or addenda that amend the Tender document.

(e) Any non-compliance with these provisions, including effecting any unauthorized

alterations to the tender document as contemplated in C.2.11, shall render the Tender

invalid. The Employer reserves the right to take any action against such tenderer

allowed in law including, in circumstances where the tenderer had already been

awarded, the right to cancel the contract.

(f) In requesting the electronic version of the Tender document or parts thereof, the

Additional conditions of tender: Tenderer's offer must be submitted on the Form of Offer and Acceptance (C1.1) and must be completed and signed. The name of the tenderer must be stated. The offer must be completed in non-erasable ink. The Employer may negotiate final terms with the tenderer identified through the process. Tenderers must attend the compulsory briefing session and sign the attendance register. Failure to attend may result in disqualification.

Eligibility criteria: Tenderers must be registered on the National Treasury Central Supplier Database and provide proof of registration. Must complete the Compulsory Enterprise Questionnaire and have no conflicts of interest. Must not be listed on the Database of Restricted Tenderers or have abused the Employer's Supply Chain Management System. Must submit a resolution of board of directors authorizing the signatory. Evaluation uses Method 1: Administrative, Price and Specific Goals. Financial offer scored using Formula 2 (Option 1): NFO = (1 - (P-PM)/Pm) x W1. Specific goals scorecards are consolidated for groups. Risk analysis will assess reasonableness of financial offer and other factors. After identifying top 3-4 tenders, a verification and confirmation exercise will be carried out, including physical site visits.
