Joint ventures must submit separate forms for each partner and a joint venture agreement. Failure to submit any mandatory document will result in disqualification.

Two-stage evaluation: Stage 1 – Administrative and functional compliance (mandatory documents and requirements). Stage 2 – Price and specific goals under the 80/20 preference point system (PPPFA 2022). Price: 80 points; Specific targeted goals: 20 points; Total: 100 points. Price scoring formula: A = (1 - (P - Pm)/Pm) where W1 is 80 if the financial value of one or more responsive tenders is ≤ R50 million, or 90 if all responsive tenders exceed R50 million. Bidders must be registered with CIDB in grading 2GB or higher (active status) and be a legal entity. Bidders must not be listed on the Register of Tender Defaulters or be persons in the service of the state. The department reserves the right not to award to the most favourable tenderer under certain conditions.

Scope: Minor repairs and maintenance to Majanyana Gateway (Engcobo Sub-District) in Chris Hani District. Construction period: 4 months. Contract based on JBCC Edition 6. Bidders must have experience in building works including installation of roof sheeting (attach at least 3 reference letters and final completion certificates). Key personnel: Project Manager with relevant building qualification (min NQF 6); OHS officer registered with SACPCMP; site-based foreman with at least 2 years relevant building works experience. Submit a concise Programme of Works and a list of resources, plant, and equipment. Where brand names are specified, equivalent or better items are acceptable.

Pricing must be in South African Rand, fixed for the contract duration, and include all duties, taxes (except VAT) and levies. VAT must be shown separately. The Form of Offer and Acceptance amount takes precedence over other totals. The Bills of Quantities must be fully priced (handwritten, not typed) and all trades priced except provisional sums; failure may lead to elimination. Tender security: N/A. The preferred tenderer must provide an approved insurer undertaking for a Performance Bond/Guarantee/Surety/Security. If the offer is VAT inclusive, the VAT registration number must be indicated; non-VAT vendors who include VAT will be given 21 days to register after appointment.

Mandatory compliance: CSD registration (full report) with tax matters in order; valid CIDB grading 2GB or higher (active status); COIDA or FEM Letter of Good Standing; not listed on Register of Tender Defaulters; not in service of the state; no conflicts of interest.
