• Bids must be delivered by the stipulated time to the correct address. Late bids will not be accepted.
• All bids must be submitted on the official forms provided (not to be re-typed) or in the manner prescribed in the bid document.

• Mandatory Returnable Documents must be provided at closing date and time; failure may result in disqualification.
• Changes to quotations will not be considered after the closing date and time.
• Respondents are warned that canvassing any SCM Officer or PRASA employee between closing date and award may lead to disqualification.

Bidders must be tax compliant with SARS PIN or TCS certificate; registered on Central Supplier Database (CSD); not be persons in service of the state or companies with state-employed directors; foreign suppliers must answer residency questionnaire; must submit B-BBEE certificate (SANAS accredited or sworn affidavit); must have minimum R1 million project experience in similar supply contracts in last 5 years; must have proof of financial credit (minimum R100,000) and vehicle resources.

• Scope: Supply and delivery of plumbing material for a period of 24 months.
• Technical evaluation criteria (Stage 2) include:

• Company’s Experience: Demonstrated experience in similar supply and delivery work over last 5 years; minimum contract value R1,000,000.
• Resources Availability: Ownership or rental of suitable vehicles ('bakkies' or light duty pickup trucks).
• Financial Capability: Proof of adequate financial credit.

• Company’s Experience: Bidders must demonstrate experience in previous similar work (supply and delivery of material/equipment) over the last 5 years, with contracts/projects of minimum value R1,000,000.
• Resources Availability: Proof of ownership or rental agreement for suitable vehicles ('bakkies' or light duty pickup trucks).
• Financial Capability: Proof of adequate financial credit from bank or material retail store.

• Completion of pricing schedule/pricing form is mandatory; failure results in disqualification.
• Pricing must be submitted strictly in accordance with the provided price schedule; deviation could lead to bid being declared non-responsive.
• Discounted prices will only be considered in final evaluation on an unconditional basis.

• Prices must be quoted in South African Rand, inclusive of all applicable taxes, on a fixed price basis.
• Price offer must be firm and clearly indicate the basis.
• Pricing Bill of Quantity must be completed in line with schedule (if applicable).
• Cost breakdown must be indicated.
• Price escalation basis and formula must be indicated.
• Bidders must submit pricing strictly in accordance with the provided price schedule; deviation could result in bid being declared non-responsive.
• Discounted prices will only be considered in final evaluation on an unconditional basis.
• If price offered by highest scoring bidder is not market-related, PRASA may negotiate with top three bidders; if no agreement, RFQ may be cancelled.

• Tax Compliance: Bidders must ensure compliance with tax obligations. Submit SARS-issued Tax Compliance Status (TCS) PIN or printed TCS certificate. If no TCS PIN but registered on CSD, provide CSD number.
• Central Supplier Database (CSD): Registration on National Treasury’s CSD is required. Business may not be awarded to a respondent who has failed to register. Access at https://secure.csd.gov.za/.
• B-BBEE: Submit valid B-BBEE certificate from SANAS accredited rating agency (or certified copy/affidavit). For trusts/consortia/joint ventures, submit consolidated certificate.
• Other mandatory documents: Letter of Good Standing (COIDA), proof of banking account, company registration documents, copies of Directors' ID documents.
• Foreign suppliers: Must complete questionnaire; if answer 'No' to all questions, tax compliance registration not required.
• No bids from persons in service of the state or companies with directors/members in service of the state.

• Safety plan must be in accordance with the OHS Act of 1993 and PRASA Health and Safety Specification.
• Letter of Good Standing (COIDA) is required as part of mandatory documents.

• Warranty: Supplier warrants items are in accordance with PRASA’s requirements, fit for purpose, and free from defects for one year from acceptance (unless another period stated).
• Indemnity: Supplier indemnifies PRASA against actions, claims, costs arising from negligence, infringement, breach of statutory duty, or defective design/materials/workmanship.
• Assignment and sub-contracting: Subcontracting requires PRASA’s prior approval; successful respondent remains liable for performance.
• Governing law: Contract governed by South African law; parties submit to non-exclusive jurisdiction of South African courts.
• Special Conditions – Funding Contingency: Award is subject to PRASA securing necessary funding allocation and confirming sufficient budget. PRASA reserves right to cancel RFQ if funding not secured; bidders waive right to claim for non-award due to funding failure.
