Sakhisizwe local municipality requires the supply and delivery of 18 laptops and 18 laptop bags for councillors, with the laptops specified as series 1 intel core 3 100u (1.20/4.70 ghz, 6 cores), 15.6-inch full hd anti-glare non-touch display, 8 gb ddr4 3200 mhz, 512 gb m.2 Pcie nvme ssd, windows 11 pro, turbo silver, and a 2-year carry-in warranty. Bids close at 12:00 on 28 october 2026 and must be hand-delivered to 15 maclear road, elliot, 5460; faxed, couriered and emailed bids are rejected. Evaluation follows the 80/20 preference point system, with 80 points for the lowest price and 20 points for specific goals (youth-owned 8, women-owned 2, black-owned 2, locality 8). The single biggest risk is disqualification for omitting a mandatory attachment — a csd report and municipal rates clearance certificate not older than 3 months, a reseller or partner certificate, or any unsigned mbd 1–9 form.
Closing and submission: 28 October 2026 at 12:00, hand delivery only to 15 Maclear Road, Elliot, 5460 (Reception/Budget Office); faxed, couriered and emailed bids are rejected, and the sealed envelope must be endorsed with bid number SLM/SCM/32/2026/2027, the description and the bidder's name and address.
No briefing: no site inspection or bidders' meeting will be held, so all technical queries must go to Mr A. Mashiyi (047 877 5200, [email protected]) and bidding queries to Ms Yandiswa Tofile (045 931 6314, [email protected]).
Mandatory attachments: latest full CSD report not older than 3 months, municipal rates clearance certificate not older than 3 months (or the lease agreement where premises are leased), reseller or partner certificate, and fully completed and signed MBD 1–9 forms — omission or non-signing disqualifies the bid.
Preference points (80/20): price 80 points; specific goals 20 points — youth-owned 8, women-owned 2, black-owned 2, locality 8 (Sakhisizwe 8, Chris Hani District 6, Eastern Cape 4, outside the Eastern Cape 2, no proof 0). Each goal needs a CSD summary or certified director ID, and locality needs CSD plus rates clearance or proof of residence.
Tax and CSD status: a valid SARS TCS PIN or CSD number is required, and each consortium, joint venture or subcontractor party must submit its own TCS certificate, PIN or CSD number; bidders in the service of the state, listed on the Register of Tender Defaulters, or previously given written notice for abusing the municipality's SCM system or failing a contract are excluded.
Pricing and penalties: rates are fixed with no contract adjustment, VAT at 15% must be included, and the schedule covers 18 laptops and 18 bags; 10% of the invoice may be withheld if delivery does not meet specification, and late delivery attracts a penalty at the prime interest rate per day of delay.
Contract terms: performance security must be furnished within 30 days of award notification, laptops carry a 2-year carry-in warranty, and the bid must remain valid for 90 days after the closing date.
