Johannesburg water requires the supply and delivery of laboratory consumables and sampling equipment to its cydna lab, covering plastic pipette tips, sterile filtered tips, nitrocellulose membranes, sterile petri dishes, nitrile examination gloves, glass fibre filter paper, stainless steel sampling bailers and bailer cord, in quantities of up to 2,500 units per line item. The RFQ is evaluated on the 80/20 preference point system, with 80 points for price and 20 points for the specific goal of an smme that is 51% or more black owned by black people. The most consequential risk is disqualification for omitting a manufacturer datasheet and manufacturer name for any item, or for submitting after the closing time of 19 october 2026 at 12:00. Quotes must be submitted electronically through the etenders portal as a pdf on company letterhead.
Closing and submission: quotes close on 19 October 2026 at 12:00 and late submissions are rejected; submit electronically via the eTenders portal (https://www.etenders.gov.za/) as a PDF on company letterhead, as MS Word, MS Excel and picture files are not accepted. A compulsory site briefing applies where applicable, but no date, time or venue is stated.
Manufacturer documentation: a manufacturer datasheet and manufacturer name are required for every item, and failure to provide the datasheet disqualifies the quote; brand names must be offered where required, and sample units may be requested before the order proceeds.
Evaluation: the 80/20 preference point system applies, with 80 points for price and 20 points for specific goals; the 20 points go only to an SMME (EME or QSE) that is 51% or more black owned by Black People, verified by a SANAS-accredited B-BBEE certificate, a DTI/CIPC certificate or a sworn affidavit, and a non-compliant affidavit scores zero.
CSD and tax status: registration on the Central Supplier Database with proof of CSD registration or MAAA supplier number, plus a valid Tax Clearance Certificate or valid SARS tax PIN, are compulsory returnable documents.
Municipal account: a valid lease agreement or municipal rates and taxes statement not older than 90 days and not in arrears for more than 90 days must be submitted in line with Regulation 38.
Compulsory forms and company documents: MBD 4, MBD 8, MBD 9 and MBD 6.1 must be completed and signed, together with company registration documents and ID copies of directors and shareholders; a properly signed Joint Venture Agreement is required where a JV or consortium bids.
Exclusions: no quote is considered from a person in the service of the state, and no bidder blacklisted by National Treasury or any national authority for non-performance will be considered.
