Abaqulusi local municipality requires the supply and delivery of galvanised bushings and conex ferrules stock items, in the listed sizes and part numbers, to vryheid over a 36-month period. Bids close on 19 november 2026 at 12:00 and must be deposited in the tender box at the municipality's high street and mark street offices, vryheid, in a sealed envelope marked with the tender number. Evaluation runs through completeness, responsiveness and functionality (60 points) before price and specific goals on an 80/20 split, and only firm prices are accepted. The biggest risk for an sme is the functionality evidence: a sabs approval certificate, a bank rating and proof of past supply-and-delivery experience are needed to score, and any missing or unsigned mbd form or supporting document disqualifies the bid.
Closing and submission: 19 November 2026 at 12:00, sealed envelope marked "SUPPLY AND DELIVERY OF GALVANISED BUSHINGS & CONEX FERRULES STOCK ITEMS AS PER SIZES, over 36 months. Tender NO: 8/2/1/654", deposited in the tender box on the ground floor, corner of High Street and Mark Street, Vryheid 3100. Late bids are rejected. Enquiries: SCM — Mr N. Zulu, 034 9822 133 x 2277, [email protected]; technical — Mdu Ntombela, 034 9822 133, [email protected]; general SCM — [email protected].
Bid fee and document access: documents self-download from the e-Tender Portal (www.e-tenders.gov.za) from 15 October 2026. A non-refundable R 2 000.00 bid fee is payable to Abaqulusi Municipality, or R 1 500.00 administration cost where the bidder prints the document. Proof of payment must be attached and produced on collection and submission.
Mandatory attachments: detailed CSD registration report, valid company registration document, SARS PIN or original tax clearance certificate (certified copies are not accepted), certified B-BBEE certificate from a registered accountant or original sworn affidavit from a Commissioner of Oaths, certified municipal account for water/electricity or rates and taxes not older than three months or a lease agreement, certified identity documents of directors and owners, SABS approval certificate, proof of bank rating (A, B or C), and reference letters or purchase orders proving supply-and-delivery experience.
Functionality scoring (60 points): company experience 20 points (0-1 appointment letters or orders = 5, 2-3 = 10, 4-5 = 20), SABS approval certificate 20 points (the certificate itself, not the plan), financial capability 20 points (bank rating A = 20, B = 15, C = 10). Bids are assessed on completeness, responsiveness and functionality before price and specific goals.
Preference points: 80/20 system — 80 points for price and 20 points for specific goals, split as 10 points for previously disadvantaged individuals and 10 points for empowerment of local-based service providers. No proof submitted means no points claimed.
Disqualification risks: incomplete or re-typed tender documents, any MBD form not completed in full or unsigned, late submission, no CSD registration, a bidder or any director, manager, principal shareholder or stakeholder in the service of the state, a bidder acting as advisor or consultant to the municipality, or non-compliant tax matters.
Pricing and validity: firm prices only — non-firm prices, including those subject to exchange rate variation, are not considered. Prices must include all applicable taxes and delivery costs to Vryheid, escalation percentages for Year 2 and Year 3 must be stated, and the offer remains valid for 90 days from the closing date.
