The department of water and sanitation requires the supply and delivery of hand tools to the clanwilliam dam site on the old n7 route in the western cape, for its construction south unit. Bids close at 11:00 on 12 november 2026 and must be hand-delivered in a sealed, endorsed envelope to the bid box at the training centre entrance on site. Evaluation moves through mandatory, administrative and technical phases before an 80/20 preference split of 80 points for price and 20 points for specific goals. The most consequential risks are an unsigned or incomplete sbd 4, an unpriced sbd 3.1, And specific-goal claims submitted without the required proof, each of which disqualifies the bid or forfeits points.
Closing and submission: bids close at 11:00 on 12 November 2026 and must be hand-delivered in a sealed envelope endorsed with bid WTE-0590 CS, the title and the bidder's name, to the bid box at the Entrance of the Training Centre, DWS Construction South, Clanwilliam Dam site, Old N7 Route (32°11'47.99"S, 18°52'34.96"E); late bids are not accepted.
Mandatory Phase 1: SBD 4 (Declaration of Interest) must be complete, signed and declare all interests — failure to submit it disqualifies the bid outright.
Administrative Phase 2: submit a CSD registration report, SARS tax clearance letter and tax compliance PIN, CIPC/CIPRO certificate, B-BBEE verification certificate or EME/QSE sworn affidavit, proof of authority to sign, and completed SBD 1, SBD 3.1 and SBD 6.1; consortia, joint ventures and subcontractors must each provide their own tax compliance and CSD details.
Technical Phase 3: bidders must indicate compliance with the specification in Technical Information Section 3.2.14 and sign the declaration under Section 3; any deviation from the technical specification makes the bid non-responsive.
Pricing: SBD 3.1 and Section 4 of the bid document must be fully completed and priced — failure invalidates the bid; all contract payments are made by electronic funds transfer.
Preference points (80/20): 80 points for price and 20 for specific goals, split as women ownership 5, disability ownership 5, youth ownership 5, Western Cape location 2 and B-BBEE level 1 or 2 QSE/EME 3; ownership points are pro-rated by qualifying shareholding and any claim without the required affidavit or certificate submitted with the bid is forfeited.
Disqualifiers: bidders in the service of the state, and companies or close corporations whose directors or members are in the service of the state, will not be considered; failure to disclose all CSD-registered active companies linked to directors also leads to disqualification.
