TRANSNET pipelines requires civil and structural maintenance services across multiple operational depots in the south b region, delivered on an "as and when" basis under an nec3 term service contract for a period of five years. The work covers demolition and replacement of damaged concrete slabs, renewal of worn sealants in petroleum manifold bunded areas, replacement of eroded aggregate surfaces in high-voltage yards, repair of buried potable water pipes and repair of roof leaks with waterproofing membrane replacement. Bidders must attend the compulsory clarification meeting at mnambithi pumpstation on 09 november 2026 at 11:00 and hold CIDB grading of 4GB/4CE or higher, with named key personnel registered with sacpcmp and pirb. The most consequential hurdle is that a bid must score at least 60 of 100 functionality points — earned through key-personnel experience, a track record of r2 million-plus earthworks, building maintenance or concrete projects, and a five-point method statement — before price and preference are considered at all.
Compulsory briefing: 09 November 2026 at 11:00 at Mnambithi Pumpstation (unnamed road off the R600, farm Kranskloof 13091, Ladysmith), about one hour long. An authorised representative must attend and sign the register; non-attendance disqualifies the bid. Take the T2.2-02 Certificate of Attendance for signing, fire-retardant PPE (safety shoes, goggles, long-sleeved shirts, high-visibility vests, hard hats) for the site walk, and an ID, passport or driver's licence for gate access.
Closing: 20 November 2026 at 16:00, submitted electronically through the Transnet e-Tender Submission Portal only. Late, emailed, faxed or telephonic offers are rejected. Uploads are capped at 30MB each with multiple uploads allowed; upload at least a day before closing. Tender validity is 12 weeks from the closing date.
CIDB grading: 4GB/4CE or higher, or capable of being so registered before evaluation. In a joint venture every member must be CIDB registered, the lead partner must be graded no lower than one level below the required class with the required recognition status, the combined grading must meet 4GB/4CE, and a certified copy of the signed JV agreement must be submitted.
Key personnel registration: a Construction Manager registered with SACPCMP as a Professional Construction Manager (Pr.CM), a Construction Health and Safety Officer registered with SACPCMP as a CHSO, and a Plumber registered with the Plumbing Industry Registration Board as a Cold-Water Technical Operator Practitioner. Valid registration certificates are mandatory; missing proof disqualifies the bid, and replacements may not be less qualified than the CVs submitted.
Functionality threshold: 60 of 100 points minimum, scored by at least three evaluators on Construction Manager experience (20), CHSO experience (20), Plumber experience (10), company project experience (25) and method statement (25). Six or more years per role scores 100%; nine or more completed earthworks, building maintenance or concrete projects each worth at least R2 million scores 100%. Only completion certificates, practical completion certificates or reference letters count — purchase orders are rejected, and projects older than a year are inflation-adjusted at 5% per annum.
Statutory and financial documents: valid SARS Tax Clearance Certificate plus a TCS PIN, a SANAS-accredited B-BBEE certificate or a sworn affidavit for EMEs and QSEs with 51% or more black ownership, CSD registration with supplier number and unique registration reference, a valid CIDB certificate, a Workmen's Compensation Letter of Good Standing (separate letters for each member of a new JV) and three years of audited financial statements.
Preference and pricing: the 80/20 system applies where responsive bids are valued at or below R50 million including all taxes; a bidder without a B-BBEE rating scores zero preference points and Transnet may audit scorecard components at any time. Pricing follows the NEC3 Price List and Pricing Instructions, rates cannot be changed after closing, and a performance guarantee and contractor insurance are required.
