TRANSNET pipelines requires civil and structural maintenance services — earthworks, building maintenance and concrete works — across multiple operational depots in the south a region, delivered on an as-and-when basis under an nec3 term service contract for a period of five years. Bidders must attend the compulsory clarification meeting and site walk at hillcrest pump on 12 november 2026 at 10:00, hold CIDB grading 5GB/5CE or higher, and field a sacpcmp-registered construction manager and construction health and safety officer plus a pirb-registered plumber. Tenders close on 20 november 2026 at 16:00 on the TRANSNET e-tender submission portal, and only bidders scoring at least 60 out of 100 for functionality proceed to price and preference evaluation under the 80/20 system.
Compulsory briefing and site walk: 12 November 2026 at 10:00 at Hillcrest Pump, 43 Shongweni Road (towards M13), lasting about one hour. An authorised representative must attend and sign the attendance register — non-attendance disqualifies. Bring returnable T2.2-02 for the employer's representative to sign, an identity document, passport or driver's licence for gate control, and fire-retardant PPE (safety shoes, goggles, long-sleeve shirts, high-visibility vests, hard hats); non-compliant PPE bars entry to the site walk.
Closing and submission: 20 November 2026 at 16:00 on the Transnet e-Tender Submission Portal (https://esupplierportal.transnet.net/portal/, use Google Chrome). Register, log intent and upload at least a day early; 30 MB per upload with multiple uploads allowed. Late, emailed, faxed, telephonic or telegraphic tenders are rejected, no alternative offers are considered, and the offer must remain valid for 12 weeks.
CIDB grading: registration at 5GB/5CE or higher, or capability of registration before evaluation. In a joint venture every member must be CIDB-registered, the lead partner must be no more than one level below the required class with the required recognition status, the combined grading must meet 5GB/5CE, and a certified signed JV agreement must be submitted.
Key personnel registrations: Construction Manager registered with SACPCMP as Professional Construction Manager (Pr.CPM); Construction Health and Safety Officer registered with SACPCMP (CHSO); Plumber registered with the Plumbing Industry Registration Board (PIRB) as a Cold Water Technical Operator Practitioner. Failure to submit valid registration certificates disqualifies the tender.
Functionality threshold: minimum 60 of 100, scored by at least three evaluators on Construction Manager experience (20), Construction Health and Safety Officer experience (20), plumber experience (10), company project experience (25) and method statement (25). Project experience counts only completed Earthworks, Building Maintenance or Concrete projects of at least R2 million excluding VAT, with projects completed a year or more ago adjusted at 5% per annum for inflation; nine or more such projects earns full marks. Tenders below 60 are disqualified from price and preference evaluation.
Preference and statutory documents: the 80/20 preference system applies where responsive tenders are valued at or below R50 million including all taxes, and no B-BBEE verification means zero preference points. Submit a valid SARS tax clearance certificate plus a TCS PIN, a SANAS-accredited B-BBEE certificate or a sworn affidavit confirming turnover and black ownership for EMEs and QSEs with 51% or more black ownership, proof of CSD registration with supplier number and unique registration reference, the CIDB certificate, and a Workmen's Compensation Fund letter of good standing (separate letters for all members of a newly constituted joint venture).
Financial and contract security: submit three years of audited financial statements (T2.2-24), the contractor insurance schedule (T2.2-22), the form of intent to provide a performance guarantee (T2.2-23) and the completed Forms of Securities. Tendered rates cannot be changed after the closing date, Transnet may run a risk analysis on unusually high or low rates, and it is not bound to accept the lowest price or any offer.
