Richmond local municipality requires a service provider to design, draft layouts for and translate all municipal advertisements and place them in the sunday times, the natal witness, ilanga and the government gazette over a 36-month contract, priced on black-and-white 1x1 column rates for vacancies, tenders, notices and gazette notices. Only bidders registered on the national treasury central supplier database may bid, and the bid document costs a non-refundable r634.20. Evaluation runs in two stages: functionality out of 100, where 70 points is the minimum to proceed, followed by the 80/20 preference point system. The single biggest risk is that omitting any one of the compulsory returnable documents in its entirety renders the bid non-responsive and disqualified.
Closing and submission: sealed bids endorsed "Tender No. RLM_04/2026/2027 PROVISIONS OF ADVERTISEMENT IN THE PRINT MEDIA" must be in the tender box at reception, Richmond Municipality, 57 Shepstone Street, by 09 November 2026 at 10:00; the box is open weekdays 08:00–16:00 and faxed, emailed or late bids are rejected.
Eligibility: only bidders registered on the National Treasury Central Supplier Database may bid, and a SARS tax compliance PIN (or CSD number where no TCS exists) is required, with separate TCS/PIN/CSD numbers for each consortium, joint venture or subcontractor party; no bid is accepted from a person in the service of the state.
Functionality threshold: stage one scores 100 points — 30 for proof the account executive belongs to an advertising practitioners' association, 40 for up to five client appointment letters for advertising work from 2020 to date (8 points each), and 30 for company experience (1–2 years = 10, 3–4 years = 20, 5 years or more = 30); a minimum of 70 points is needed to reach stage two.
Preference points: stage two is 80/20 — 80 for price and 20 for specific goals, claimed on a full CSD report, with 5 points each for at least 51% black ownership, black women owners and black youth owners, plus 5 points for owners resident in Richmond Municipality, 3 in the district, 2 in KwaZulu-Natal and 0 outside the province (proof of primary office also required); no proof means no points claimed.
Compulsory returnable documents: MBD 1, MBD 4, MBD 6.1, MBD 8 and MBD 9, company profile, CIPC proof of ownership, owner's identity document certified within 6 months, letter of good standing, a recent municipal rates account or lease agreement (or rural-area affidavit of no levies owed), reference letters matching the functionality criteria, and CSD registration proof — any one missing in its entirety disqualifies the bid.
Pricing format: all prices in rand and VAT inclusive, quoted as black-and-white 1x1 column rates per newspaper (Sunday Times, The Natal Witness, Ilanga, Government Gazette) for vacancies, tenders, notices and gazette notices across three years, with year 1 firm for a full year, years 2 and 3 escalation stated as a CPI-aligned percentage, and a total three-year bid price entered.
Disqualification risks: incomplete or conditional offers, irregularities or obviously unbalanced prices in the tender form or price schedule, material divergence from the official conditions or specification, municipal rates in arrears for more than three months, offering any gratuity or benefit to anyone connected with the tender, or approaching municipal staff about the award; a false declaration or preference claim can bar the bidder from public-sector work for up to 10 years and be referred for prosecution.
