How will bids be evaluated?

Evaluation stages 1. Basic compliance and mandatory returnables. 2. Mandatory Technical Evaluation Criteria (Schedule A and Schedule B) — pass or fail threshold. 3. Qualitative technical evaluation (functionality). 4. Price and specific goals scored under the PPPFA 80/20 or 90/10 system. 5. Financial analysis of the bidder. Mandatory Technical Evaluation Criteria - Schedule B must be completed in full for every thermocouple and PT100 tendered. Any item left incomplete makes the tender non-compliant. - Schedule B must state the actual specification of the items to be supplied; ticking, crossing or copying text from Schedule A is non-compliant. - Scoring of Schedule A against Schedule B (total 100): - 0 = totally inadequate information supplied - 2 = compliant to less than 75% of all spare items - 4 = compliant to more than 75% but less than 95% of all items - 5 = compliant to more than 95% of all items - Minimum qualifying score: 80%. Bidders below this threshold are not considered for further evaluation. Experience criterion (20 points) - Proof of at least 3 years' verifiable relevant experience supplying thermocouples and RTDs as listed in Schedule B; previous purchase orders or contracts with contactable references, preferably Eskom or a similar industry. - 0 = not provided - 2 = verifiable purchase orders but less than 3 years' experience - 4 = verifiable purchase orders with 3 to 5 years' experience - 4 = verifiable purchase orders and more than 5 years' experience Price and preference points - Price is scored out of 80 or 90 points; specific goals out of 10 or 20 points, depending on whether the 80/20 or 90/10 system applies. - Price evaluation is inclusive of VAT, corrected for arithmetical errors, excludes contingencies in any bill of quantities or activity schedule, and is adjusted for acceptable variations, deviations or alternative tenders. Net present value comparison applies, together with price adjustment factors and exchange rate effects where applicable. - Unconditional discounts are taken into account for evaluation; conditional discounts are not, but are applied when payment is made. - B-BBEE points: Level 1 = 20 (80/20) / 10 (90/10); Level 2 = 18 / 9; Level 3 = 14 / 6; Level 4 = 12 / 5; Level 5 = 8 / 4; Level 6 = 6 / 3; Level 7 = 4 / 2; Level 8 = 2 / 1; non-compliant = 0 / 0. - Ranking: price score plus specific goals score, ranked from highest to lowest. Objective criteria - SDL&I objectives aligned to Reconstruction and Development Programme goals apply. They are not scored, but the commitments form part of the contract. Bidders who submit the objectives but do not meet Eskom's targets are not disqualified; failure to meet objective criteria may lead to the second-ranked bidder being recommended for award. Financial analysis - Eskom assesses the financial risk of doing business with the bidder. Where mitigating factors are absent or insufficient, or the risk is too high, the bidder is not considered for award.

What are the technical specifications?

Scope - Supply and delivery of thermocouples, including PT100s and RTDs, to Lethabo Power Station. - Contract period: five (5) years. - Basis: as and when required. A tender is non-compliant if any item is not completed. - Schedule B must be completed with the actual specification of the items to be supplied. Do not tick or cross; do not copy and paste from Schedule A. Text copied from Schedule A into Schedule B is treated as non-compliant. - The submitted product specifications form part of the contract and must be adhered to for the full contract period. Technical evaluation - Qualitative technical evaluation criteria are weighted and used to identify the highest technically ranked bidder. Cataloguing - The successful bidder may be required to provide cataloguing information per item after contract award and must ensure all materials delivered to Eskom are labelled in line with Eskom's labelling specifications. - Where cataloguing applies, the pricing schedule must include a line item for cataloguing, which bidders must quote for. Eskom pays for the cataloguing.

What financial requirements apply to bidders?

Pricing - Rates and prices must be fixed for the duration of the contract and are not subject to price adjustment except as provided in the invitation. - Prices must be stated in South African Rand unless instructed otherwise. - Rates and prices must include all duties, taxes (including VAT) and other levies payable by the bidder, as applicable 14 days before the closing date and time. - Where cataloguing applies, the pricing schedule must include a cataloguing line item. Summary

ESKOM requires the supply and delivery of thermocouples and rtds to lethabo power station in the free state for stock replenishment on an as-and-when-required basis over a five-year period. The contract is an nec3 supply contract (sc3) and covers a wide range of type k thermocouples and rtds with detailed technical specifications set out in schedule a and b. Bidders must complete schedule b with actual specifications for every item, achieve a minimum technical score of 80%, and provide verifiable proof of at least three years' relevant experience supplying thermocouples. The most consequential consideration is the strict technical compliance requirement: any incomplete item, copied text from schedule a, or tick/cross marks in schedule b will render the bid non-compliant.

Key Requirements

Technical compliance: Complete Schedule B for every item tendered with the actual specification of the item to be supplied. Do not copy text from Schedule A into Schedule B, and do not use ticks or crosses — any incomplete item, copied text, or tick/cross marks will make the bid non-compliant.

Experience proof: Provide verifiable evidence of at least 3 years' relevant experience supplying thermocouples as specified in Schedule B, e.g. previous purchase orders with contact details, preferably from Eskom or a similar industry. This is scored out of 20 points.

Minimum technical score: Achieve a minimum weighted final score of 80% in the technical evaluation to be considered. The evaluation weighs Schedule A vs B compliance at 80 points and experience at 20 points.

Contract terms: The contract is an NEC3 Supply Contract (SC3) for five years on an as-and-when-required basis. The supplier must keep minimum consignment stock for items not held at the supplier's warehouse and for long-lead items, as agreed by both parties.

Payment and pricing: Payment is 30 days after assessment and receipt of an undisputed tax invoice (60 days for contracts above R50 million including VAT). Prices are in South African Rand; price adjustment (Option X1) applies 16 months after the base date, with 15% non-adjustable and 85% linked to an index.

Guarantees and bonds: A Parent Company Guarantee (X4) and Performance Bond (X13) will only be required if a financial analysis recommends them. Delay damages apply at 2% per day up to a maximum of 10% per purchase order; low-performance damages are limited to 5% of each line item.

Returnable documents: Submit the completed Schedule A and B forms and proof of experience. Ensure all mandatory forms (e.g. SBD/MBD forms) are included as per the tender pack; failure to submit required documents may lead to disqualification.
