Supply and installation of public transport shelters within the southern region of ethekwini municipality

Submission is in two parts: a hard copy delivered to the Tender Box in the foyer of the Municipal Building, 166 KE Masinga Road, Durban, and an electronic submission via the eThekwini Municipality JDE System (ESP Module). Both must be completed on or before 04/09/2026 at 11h00. The hard copy is the ruling version; without it the tender is invalid. Tenders submitted by any other means will be deemed invalid. Returnable documents include the Compulsory Enterprise Questionnaire, MBD 5 (Declaration of Interest), Declaration of Municipal Fees, Joint Venture Agreements (if applicable), and all other forms listed in Part T2.1. All returnable documents must be completed, signed, and submitted; unsigned or omitted forms may render the tender non-responsive.

The 80/20 Price Preference Point System applies, as per the eThekwini SCM Policy Section 52. Tenders are evaluated for responsiveness first; non-responsive tenders are rejected. Price and B-BBEE preference points are awarded under the 80/20 system. The contract is awarded to the highest-ranked tenderer based on evaluation points.

The scope is the supply and installation of public transport shelters within the Southern Region of eThekwini Municipality. The contract is for infrastructure works under GCC 2015. Estimated CIDB grade: 3 CE. Detailed project specifications, standard specifications, particular specifications, and drawings are referenced in the tender document (Parts C3.2 to C3.5).

Pricing must be submitted in the Bill of Quantities (Part C2.2). Prices are fixed for the contract duration unless otherwise stated. VAT must be shown separately. Audited financial statements are required if the tender value exceeds R10 million (incl. VAT), per Returnable Form MBD 5. Tenders must remain valid for twelve (12) months after the expiry of the original validity period, unless the Municipality is notified otherwise.

CIDB registration: Tenderers must have a CIDB contractor grading designation of 3 CE or higher. CSD registration is required; the Municipality will verify Tax Compliance Status, CIDB status, and B-BBEE level via the National Treasury Central Supplier Database (CSD). B-BBEE certificates and Tax Compliance Status PINs must be valid at tender closing and before award. Registration on the eThekwini Municipality Supplier Portal is required. Declaration of Municipal Fees: bidders must certify no undisputed municipal arrears; any arrears must be covered by an offset agreement in place by tender closing. Joint ventures: each party must submit separate Tax Compliance Status PINs and provide a Joint Venture Agreement. Returnable forms include MBD 5 (Declaration of Interest), Compulsory Enterprise Questionnaire, and Declaration of Municipal Fees.
