Submit both a sealed hard copy and an electronic copy of the tender document. Must have ISO 9001 certification for the retreading facility. Must be approved by the National Regulator for Compulsory Specifications (NRCS) for tyre retreading. Must have a retreading plant in KwaZulu-Natal (provide plant address). On-site inspection of premises will be conducted to verify technical and operational compliance. Bidders may be required to provide samples or allow inspection of their product range before the closing date. Manufacturers’ names must be stated in the tender. Non-manufacturers must provide a valid agreement with the manufacturer, covering the contract period.

Information in reference letters must match the experience table submitted with the tender. Bidder must have a retreading plant in KwaZulu-Natal and provide its address.

Pricing must be quoted in South African Rand (ZAR), exclusive and inclusive of VAT, on the Official Tender Form. Nett prices must be after deducting any discounts or brokerage. Unit prices must include delivery to the specified point. Bidders may submit firm prices for each 12-month period, free from fluctuations. Estimated quantities are provided in Section 8 (Bill of Quantities/Schedule of Rates) for information only; the supplier must meet actual Municipality requirements. Pricing structure must match the Official Tender Form; deviations will disqualify the tender.

Estimated quantities are provided for information only; the supplier must meet actual Municipality requirements. Payment terms: Only to the supplier (no factoring arrangements). Financial standing may be verified; bidders may be required to submit evidence of adequate financial capacity. For imported goods, forward exchange cover must be arranged within 7 days of purchase order to fix the exchange rate. Bank charges for this are the Municipality’s responsibility.

Mandatory documents: CSD registration (MAAA number required; register at https://secure.csd.gov.za). Tax Compliance Status PIN (TCS PIN) or original Tax Clearance Certificate (valid at tender close). Declaration of Municipal Fees (fully paid or acknowledgment of debt agreement; include account numbers). Declaration of Interest (MBD 4). Non-compliance with any returnable document invalidates the tender.

Bidders must submit a Declaration with respect to the Occupational Health and Safety Act (Act No. 85 of 1993, as amended). Must comply with the Act and the Municipality’s Health and Safety Specifications. Must provide a documented Health and Safety Plan, subject to Municipality approval. Bidders are liable for penalties for non-compliance. Fraudulent claims or non-fulfillment of conditions may result in disqualification, cost recovery, contract cancellation, restriction from state business (up to 10 years), or criminal prosecution.

Contract duration: 36 months. Contract will be governed by Standard Conditions of Tender (Goods/Services), Special Conditions of Tender (SCT), General Conditions of Contract (GCC, NT Circular 52: July 2010), Special Conditions of Contract (SCC), Occupational Health and Safety Act, and eThekwini Code of Conduct. Successful tenderer must sign a written Contract Form (MBD 7). Municipality reserves the right to: accept the lowest or any tender, accept part of a tender, place orders on price/availability, and cancel the tender at any time without liability. Tenders must remain valid for 120 days after opening, plus 12 months unless otherwise advised. Municipality may request confirmation of validity during this period. Payment is made only to the supplier; factoring arrangements are not accepted. Municipality may negotiate final terms with preferred bidders under Regulation 24 of the Municipal Finance Management Act, provided it does not disadvantage other bidders or increase the price.

Evaluation uses the 90/10 preference points system. Price points (max. 90) are calculated using the formula: NFO = W (1 - (Pt-Pmin)/Pmin), where W=90, Pmin is the lowest acceptable tender, and Pt is the tender under consideration. Preference points (max. 10) are awarded for Specific Goals, primarily the promotion of South African-owned enterprises. Location-based points: South Africa (4), KZN (7), eThekwini Municipality (10).
