Scope: Provide plumbing repairs and maintenance services for 36 months at CETA Head Office (Noordwyk, Midrand). Services include: preventative maintenance, corrective repairs, emergency call-outs (24/7), supply/installation of plumbing systems (basins, taps, geysers, toilets, piping), drain unblocking, CCTV inspections, irrigation/water recovery systems. Requirements: Ensure uninterrupted functionality of plumbing/water/drainage systems, rapid response times, OHS Act compliance (Safety File), CETA Contractor Management Procedure compliance, SABS-approved materials, high workmanship standards, job cards with warranties/guarantees. Critical Success Factors: Qualified artisans/tools within agreed response times, reliable SABS-approved materials, accurate/timeous reports/invoices, zero recurring defects, transparent pre-agreed pricing.

Bidder must submit a written methodology covering: work order receipt/acknowledgment, turnaround times (emergency ≤2 hours, planned 1–7 days), escalation/communication procedures, OHS risk assessment/control, resource allocation/availability, material/equipment/consumables procurement plan. Scoring: 6 elements = 35 points, 4–5 = 20, 1–3 = 5, 0 = 0.

Bidder Experience: Submit 3 written reference letters (≤5 years old) on official letterheads with client contact details. Scoring: 3 = 30 points, 2 = 20, 1 = 10, 0 = 0. Key Staff: Valid plumbing trade certificate + minimum 5 years’ experience for at least one plumber. CV and certified certificate (stamp ≤6 months old) required. Foreign qualifications must include SAQA evaluation.

All materials/consumables must be SABS-approved. Service provider must maintain high workmanship standards, submit accurate/timeous service reports and invoices, and provide job cards with warranties/guarantees for each work done. Critical success factors include reliable supply of quality materials and zero tolerance for recurring defects.

Pricing must include all costs (no unspecified costs). Rate schedule: Plumber/Assistant Plumber hourly rates (normal/after-hours), call-out fees (normal/after-hours), mark-up on supplied materials (percentage). Subtotal (excl. Compulsory: Valid registration with IOPSA or PIRB, valid COIDA letter of good standing, CIDB Grade 3 SO (or higher). CSD registration mandatory; tax compliance verified via CSD at award. Joint Ventures: Signed JV agreement, CSD reports for all members, SBD4 for all members, valid B-BBEE certificate for JV. Due Diligence: Office verification (lease/ownership proof), completed/signed due diligence report, employment contract verification. B-BBEE: EMEs (≤R10M revenue): Sworn affidavit for revenue/black ownership or B-BBEE certificate. QSEs (R10M–R50M): Sworn affidavit or B-BBEE certificate. Others: Valid SANAS-accredited B-BBEE certificate. Subcontracting: Must complete subcontracting info; no B-BBEE points if subcontracting >25% to a lower-scoring enterprise (unless subcontractor is EME). Contract duration: 36 months from appointment. Payment: 30 days after invoice receipt, based on proven progress. Contractor must comply with CETA Contractor Management Procedure, OHS Act (Safety File), and SABS-approved materials. Job cards with warranties/guarantees required for all work. Zero tolerance for recurring defects or poor workmanship. CETA reserves the right to cancel/terminate for fraud, non-compliance, or poor performance.
