Three-stage evaluation.

Stage 1 – Administrative Requirements: Pass/fail. Must submit all listed documents (CIPC registration, JV agreement/Power of Attorney, valid tax clearance/TCS pin, CSD report not older than 3 months, valid Letter of Good Standing under COIDA, valid B-BBEE certificate (SANAS accredited for QSE/generic, sworn affidavit for EME with turnover <R3m), completed and signed SBD 1, SBD 4, SBD 6.1, priced pricing schedule). No points.

Stage 2 – Technical/Functionality: Minimum 70 out of 100 points to proceed. Scoring:

• Company Experience (35 points): reference letters from previous clients for dock leveller or lifting machinery repair/maintenance. 5 references = 35, 4 = 28, 3 = 21, 2 = 14, 1 = 7, none = 0.
• Key Personnel Experience (25 points): CV of Mechanical/Electrical/Millwright Technician with experience in dock leveller/lifting machinery repair. Above 4 years = 25, 3-4 years = 20, 2-3 years = 15, 1-2 years = 10, less than 1 year = 0.
• Key Personnel Qualifications (30 points): N5/T3/S3 or above in Mechanical/Electrical Engineering or Millwright AND Trade Test Certificate in Lifting Machinery = 30 points; one qualification or none = 0.
• Project Execution Plan (10 points): comprehensive methodology addressing method statement, H&S risk assessments, organogram. Full = 10, partial = 5, not understanding = 3, none = 0.

Stage 3 – Price and B-BBEE: 80/20 principle. Risk assessment on top 3 bidders using audited financial statements (3 years required).

B-BBEE minimum level 3 required.

Scope: Appointment of a service provider for lifting platform (dock levellers) repair and maintenance services for 36 months.

16 dock levellers across 5 facilities at TASEZ. Detailed list of tenants, types, dimensions, motor sizes, frequency of use, and state of bumpers provided.

Minor maintenance: quarterly (3 times per year). Includes cleaning pit, inspecting lip mechanism, lubricating moving parts, inspecting seals, bumpers, concrete, cylinders, hoses, etc.

Major maintenance: yearly (once per year). Includes full operational cycle test, emergency stop check, inspection of all components, lubrication, and testing.

Ad-hoc unscheduled repairs as needed.

All work must be performed by a competent person.

Service provider must be registered with Department of Employment and Labour for repairing, maintaining, and servicing lifts and driven machinery.

Compliance with: National Building Regulations, OHS Act 1993, Driven Machinery Regulation 18 sub reg 5, SANS 10400, SANS 1545 Parts 1-5 and 10, BS EN 1398:2009.

Detailed service checklists provided in the RFP.

Bidder must provide a comprehensive methodology detailing method statement for maintenance execution, health and safety baseline risk assessments aligned with scope of work, and organogram of project team. Worth 10 points.

Pricing schedule: Bidders must complete the pricing schedule with costs for minor and major services per dock leveller unit, including escalation for years 2 and 3, plus ad-hoc services rates. Total bid price must be VAT inclusive and firm for contract duration.

Pricing must be submitted on the provided pricing schedule.

Prices must be VAT inclusive and quoted in South African Rand.

Prices must be firm and fixed for the contract duration (3 years).

Pricing schedule includes:

• Minor services per unit per year, with escalation for years 2 and 3.
• Major services per unit per year, with escalation.
• Ad-hoc services: competent person cost per hour, assistant cost per hour, material cost mark-up percentage.

Total bid price must be indicated on the price declaration form and must match the pricing schedule total.

Incomplete price list renders bid non-responsive.

TASEZ may negotiate pricing with preferred bidder.

After award, bidder must deliver any securities, bonds, guarantees, proof of insurance within 3 weeks of receiving signed contract.

CSD registration: Must be registered on Central Supplier Database. Submit CSD report not older than 3 months.

Tax compliance: Must have valid Tax Clearance Certificate or SARS TCS pin. Tax status verified via CSD and SARS.

B-BBEE: Minimum level 3 contributor. Submit valid B-BBEE certificate (SANAS accredited for QSE/generic, sworn affidavit for EME with turnover <R3m). SBD 6.1 must be completed.

CIPC: Must submit CIPC registration documents.

Professional registration: Must be registered with Department of Employment and Labour as a mechanical or electrical machinery maintenance service provider.

COIDA: Valid Letter of Good Standing under Compensation for Occupational Injuries and Diseases Act.

Declaration of Interest (SBD 4): Must disclose any connections to state.

Local content: SBD 6.2 required.

Persons in service of state: Bidders with directors/members who are persons in service of state are disqualified.

Foreign suppliers: Must complete questionnaire and provide proof if applicable.

Minimum B-BBEE level 3 required. Submit valid B-BBEE certificate (SANAS accredited for QSE/generic, sworn affidavit for EME with turnover <R3m). Empowerment objectives: 30% SMME involvement; subcontract to black-owned, female, youth, and disabled-owned companies where possible.

All work must comply with OHS Act 1993 and Driven Machinery Regulation 18 sub reg 5. The service provider must provide health and safety baseline risk assessments as part of the methodology. A valid Letter of Good Standing under COIDA is a mandatory requirement.

Contract duration is 3 years. The contract conditions will be based on the Service Level Agreement (SLA).

Mandatory returnable documents: Valid Letter of Good Standing under COIDA; SBD 4 (Declaration of Interest); valid proof of registration with Department of Employment and Labour as a mechanical or electrical machinery maintenance service provider. Failure to submit any results in disqualification.
