Mogale city local municipality is appointing one or more service providers to supply, deliver and offload traffic light spares for its infrastructure development (electricity) section on an as-and-when-required basis over a 36-month contract period. Bidders must attend a compulsory briefing session on 12 october 2026 at 11:00 at the mayoral chamber, civic centre, krugersdorp, and submit handwritten original bid documents to the SCM bid box by 04 november 2026 at 11:00. Bids are first screened for mandatory compliance, then scored on functionality out of 30 points with a minimum qualifying score of 25, and finally on the 80/20 preference point system (80 for price, 20 for specific goals). The most consequential considerations are the compulsory briefing attendance, the 25-point functionality threshold, and the requirement that all forms be completed by hand in black ink on the municipality's original documents.
Compulsory briefing: 12 October 2026 at 11:00 at the Mayoral Chamber, Civic Centre, Corner Commissioner and Market Street, Krugersdorp, 1740. Attendance and signing of the register are mandatory; no virtual session is offered and non-attendance disqualifies.
Closing: 04 November 2026 at 11:00, hand-delivered to the bid box at the SCM Unit reception, upper level, West Wing, Mogale City Civic Centre, Corner Commissioner and Market Streets, Krugersdorp. Late, faxed and emailed bids are rejected.
Functionality threshold: bidders are scored out of 30 points and must achieve at least 25 points to proceed to price and preference evaluation.
Preference points: 80/20 system — 80 points for price and 20 for specific goals (10 for being based in Mogale City, 6 elsewhere in West Rand District, 4 elsewhere in Gauteng, 0 outside Gauteng, 5 for youth-owned and 5 for woman-owned enterprises). Claims are verified against municipal accounts, lease agreements or rental statements and the CSD; unproven claims score nothing.
Document format: all MBD forms and the bid must be original, handwritten in black ink on the municipality's official forms. Typed, scanned, electronically completed, pencil or erasable-pen entries, tipp-ex, electronic signatures and missing or removed pages invalidate the bid.
Municipal account: the bidding entity and its directors must submit a municipal rates and taxes account not older than 90 days and not in arrears at closing, plus the completed, stamped and signed Declaration Certificate for Municipal Services — or one of the prescribed alternatives (lease agreement, rental statement, councillor confirmation, sworn affidavits).
Other disqualifiers and costs: no bid from a person in the service of the state; a 2% corporate social responsibility contribution (VAT inclusive) is deducted from all payments to successful bidders not based in Mogale City; bid validity is 120 days.
