The department of higher education and training requires area of study specialists / subject matter experts to refine the national senior certificate for adults (nasca) curriculum and develop examinations, assessment guidelines, exemplars, question papers and lecturer manuals for the nqf level 4 qualification. Appointed panellists work for up to four months under a project manager, reporting monthly in english, and deliver curriculum statements, assessment guidelines and assessment manuals for each area of study. Evaluation runs in three phases: administrative compliance, functionality (minimum 70 of 100 points), then price and specific goals on an 80/20 split. The decisive hurdle is the functionality gate, which requires an nqf level 9 or 10 education qualification plus at least 10 years of expert-level curriculum development and subject matter experience.
Closing and submission: 23 October 2026 at 11:00, by email only to [email protected] with RFQ279/2026 in the subject line; hand-delivered or late proposals are rejected. No briefing session or site visit is scheduled.
Qualification threshold: an NQF level 9 or 10 qualification in an Education-related field with the relevant subject specialisation; a level 8 qualification with appropriate specialisation scores only 15 of the 25 available points.
Experience: minimum 10 years expert-level curriculum development experience at NQF levels 1 and 4, plus minimum 10 years expert-level knowledge, skills and experience in the specific NASCA subject matter, evidenced by a comprehensive CV with proof of qualifications.
Functionality gate: bidders must score at least 70 of 100 functionality points to reach the price and specific goals phase; the four elements are qualification (25), curriculum development experience (25), subject matter expertise (25) and comprehensive CV (25).
Evaluation split: 80 points for price and 20 points for specific goals. Specific-goal points require SBD 6.1 with proof (CIPC shareholder registration, copies of IDs, CSD registration, B-BBEE certificate or sworn affidavit for EME/QSE, medical certificate for disability); unclaimed goals forfeit points but do not disqualify.
Mandatory returnables: SBD 1, SBD 3.1, SBD 4, SBD 6.1 and the POPIA consent form, all completed and signed; SBD 6.2 with Annexure C where local production and content applies; CSD registration proof and tax status confirmation. Omitted or unsigned documents disqualify the bid.
Quotation terms: submit on company letterhead, dated and signed, with VAT-inclusive prices and a fully detailed breakdown, valid for at least 90 days; work runs up to 4 months from appointment with monthly progress reports per deliverable.

The work involves refining curriculum statements, developing assessment guidelines, exemplars, and manuals over a 4-month period. Bidders must submit CVs and complete all required SBD forms. Evaluation will be based on pre-compliance, functionality, and then an 80/20 point system (price/specific goals).
