Bidders must be registered on the Central Supplier Database (CSD) and provide a valid SARS Tax Clearance Certificate (or TCS PIN). Bidders must provide a valid B-BBEE certificate from a SANAS-accredited verification agency, or a sworn affidavit for EMEs/QSEs with 51% or more black ownership. Pre-qualification requires proof of ECSA registration (Pr. Eng or Pr. Tech Eng) for both a Structural Engineer and a Civil Engineer. Bidders must not be listed on the Register of Tender Defaulters (Prevention and Combating of Corrupt Activities Act) or on Transnet's or National Treasury's restricted lists. Bidders must complete the compulsory Enterprise Questionnaire and declare any conflicts of interest. Bidders must not have been convicted of a serious breach of law in the preceding 5 years, including breaches of the Competition Act. Bidders must achieve a minimum functionality score of 70 points to be evaluated further. C.2.16 The tender offer validity period is 12 weeks after the closing date. Tenderers are to

note that they may be requested to extend the validity period of their tender, on the

same terms and conditions, if Transnet s internal evaluation and governance approval

processes has not been finalised within the validity period.

C.2.23 The tenderer is required to submit with his tender:

1. A valid Tax Clearance Certificate issued by the South African Revenue Services.

Tenderers also to provide Transnet with a TCS PIN to verify Tenderers

compliance status.
