Completed tender documents must be submitted in sealed envelopes, clearly marked with the bid number, and deposited in the tender box at 69 Devereux Avenue, Vincent, East London, by 12:00 on 01 September 2026. Late submissions will not be considered. No telegraphic, telephonic, telex, facsimile, or email submissions will be accepted. Bidders must complete and return all returnable documents and schedules listed in Part T2, including the Form of Offer and Acceptance (C1.1), the Record of Addenda (T2.2.A), the Compulsory Enterprise Questionnaire (T2.2.B), the Resolution for Signatory (T2.2.D), and the Schedule of Proposed Subcontractors (T2.2.E). Failure to complete and sign the Form of Offer and Acceptance or the Record of Addenda results in disqualification. The original tender offer must be marked "ORIGINAL" and include the employer's address and identification details, as well as the tenderer's name and contact address. All pricing must be in black ink, and alterations or erasures are prohibited except to correct errors, with all such corrections initialled.

Tenders are evaluated on an 80/20 preference point system: a maximum of 80 points for price and 20 points for specific goals. After price and preference scoring, responsive tenders undergo an arithmetic check and a risk assessment. Bidders must pass the risk assessment with a minimum of 14 points to be considered for award. The risk assessment covers: A) Technical qualifications and competence – key personnel CVs must meet minimum requirements (contract manager with 3-year built environment qualification and 5 years' experience, OHS officer registered with SACPCMP, foreman with 5 years' experience in school sanitation and buildings); B) Workload and capacity – current projects must not be behind schedule by more than 10%; C) Reliability – at least three completed projects each valued at R3,600,000 or more, completed within 10% of the approved contract period in the past three years, with at least two in the Eastern Cape; D) Experience and reputation – at least three contactable references from similar sanitation and building projects completed in the past three years, each valued at R3,600,000 or more; E) Price offered – must be within 10% above or below market value to be acceptable; F) Construction Implementation Plan – must cover human resource deployment, materials procurement, plant and equipment, quality control, construction programme, and cash flow projections. Bidders with more than two current projects under construction, or who have been awarded or are being considered for two or more projects on current or recently advertised TMT tenders, will be disqualified. Bidders will only be awarded one project under the Sanitation 17 Programme. Bidders who have performed poorly on previous contracts (completed more than 25% late, had negative final accounts, failed to sign final accounts, or been non-responsive on completion lists and defects) will not be considered.

The scope of work is the construction of new sanitation facilities at Cangci Technical High School in the Eastern Cape, under the ECDoE Sanitation 17 Programme. The contract duration is 24 weeks from commencement to practical completion. Work has been set aside for local SMME participation, and 5% of the construction value is to be set aside for local suppliers' material procurement within the local area. Bidders must ensure their pricing covers costs for engaging, attending, supervising SMMEs, and profit. The contractor is required to subcontract at least 25% of the work to local SMMEs and must attach full CSD reports, share certificates, and CK documents for proposed subcontractors.

Pricing must be fixed for the duration of the contract and not subject to adjustment except as provided in the conditions of contract. All pricing must be in black ink. The tenderer must provide its own insurance for the contract. The employer will not take out any insurance. A Form of Guarantee is included in the contract documents. The employer does not bind itself to accept the lowest tender and may reject any tender or accept part of it.

Bidders must be registered on the Central Supplier Database (CSD) – proof of registration must not be older than 30 days; if not registered on the day of evaluation and award, the bidder is disqualified. Bidders must hold a valid CIDB contractor grading designation of 5 GB or higher, verified online on the day of evaluation and award. Bidders must have a valid SARS tax compliance status PIN (SBD 2) and a valid VAT number. Bidders must have a valid Certificate of Good Standing with the Workman's Compensation Commissioner (COIDA/FEM). Bidders must complete SBD 4 (Bidder's Declaration) – failure to complete results in disqualification. Bidders must complete SBD 6.1 (Preference Points Claim Form) – failure to complete results in zero points for specific goals. Joint ventures must meet CIDB JV requirements, including consolidated CSD registration, separate VAT registration, valid SARS tax pins and COIDA/FEM for all partners, a joint bank account, and a JV agreement.
