Hydraulic repairs and maintenance for dredging services fleet – 3-Year contract, eastern, western and central regions

Bids must be submitted electronically via the Transnet e-Tender Submission Portal (TDPS) at https://esupplierportal.transnet.net/portal/. Bidders must register on the portal, log an intent to bid, and upload all bid documents. Each company must use its own registered profile; submitting through another company's profile leads to disqualification. Joint ventures may submit through any party's profile. Pricing must be completed electronically in the eSupplier portal; no paper pricing schedules are accepted. Uploads are limited to 30MB per upload, with multiple uploads permitted. Bids should be submitted at least a day before closing to avoid technical issues; late submissions are not accepted. Returnable documents must be signed, stamped, and dated. Mandatory returnable documents include the electronic pricing schedule and the Certificate of Attendance for the compulsory briefing. Essential returnable documents include SBD1 Form, latest financial statements (signed by accounting officer or audited plus two previous years), Certificate of Acquaintance with RFP Documents, RFP Declaration and Breach of Law Form, and Protection of Personal Information form. Returnable documents used for scoring include B-BBEE certificate or sworn affidavit, subcontracting agreements, programme, previous experience, health and safety, and quality documents. Failure to submit mandatory documents results in disqualification; missing scoring documents result in a zero score for that criterion.

Evaluation is in five stages. Stage 1: Administrative and substantive responsiveness check, including timely submission, completion of all returnable documents, signed bid, priced offer, and material compliance with scope. Stage 2: Minimum threshold of 60 points out of 100 for technical criteria. Technical criteria weightings: Programme (20 points), Previous Experience (35 points) – experience in successful completion of hydraulic repairs to hydraulic cylinders within the past 10 years, Health and Safety (20 points) – project-specific risk assessment including risk identification, analysis, mitigation, methodology, and signed risk assessment, Quality (25 points) – quality control plan specific to hydraulic component repair, quality manual aligned to ISO 9001:2015, signed letter from certification body, and valid ISO 9001 certificate. Stage 3: Price and Specific Goals weighted score of 80/20 or 90/10. Price scored using formula PS = 80(1 - (Pt - Pmin)/Pmin) or PS = 90(1 - (Pt - Pmin)/Pmin). Specific goals preference points claimed via form. Stage 4: Price negotiations if price not market-related, with sequential negotiation with highest, then second, then third ranked bidders. Stage 5: Award to highest ranked bidder, with intention to also award standby service provider (2nd ranked) for circumstances where main provider cannot render service. Technical scores rounded to 2 decimal places.

Scope: Hydraulic repairs and maintenance for the dredging services fleet on an 'as and when required' basis for Eastern, Western, and Central regions for a period of three (3) years. Detailed scope of works is provided in Annexure A. Technical evaluation requires a programme aligned to the Works Information, previous experience in hydraulic cylinder repairs within the past 10 years, a project-specific health and safety risk assessment, and a quality plan specific to hydraulic component repair/refurbishment aligned to ISO 9001:2015.

Bidders must demonstrate experience in successful completion of hydraulic repairs to hydraulic cylinders within the past 10 years. This criterion is weighted 35 points in technical evaluation.

Quality plan required, including a quality control plan specific to repair/refurbishment of hydraulic components. Quality manual must be aligned to ISO 9001:2015. Tenderer must submit a signed letter from a certification body regarding ISO 9001 compliance and a valid ISO 9001 certificate with issue and expiry dates and signature. Quality criterion is weighted 25 points out of 100 in technical evaluation.

Pricing must be completed electronically on the Transnet e-Supplier portal. Prices quoted in South African Rand inclusive of VAT. Pricing must follow the prescribed schedule format. Prices fixed for first 12 months, then adjusted annually based on CPI. Transnet may negotiate prices if not market-related. Discounts only considered if unconditional. Delivery lead-time must be stated.

Pricing must be completed electronically on the Transnet e-Supplier portal. All prices must be quoted in South African Rand, inclusive of VAT. Pricing must follow the prescribed price schedule format; deviation may lead to disqualification. Discounts are only considered if unconditional. Prices are fixed for the first 12 months, then adjusted annually based on the Consumer Price Index (CPI) as published by Statistics South Africa. Transnet may negotiate prices if the offered price is not market-related, and may cancel the RFP if no market-related price is agreed. Delivery lead-time from purchase order must be stated. Any disbursement not specifically priced will not be accepted.

Bidders must be registered on the Central Supplier Database (CSD) unless foreign suppliers with no local entity. Must be tax compliant with SARS, providing a TCS PIN or CSD number. Must not be listed on the Register for Tender Defaulters or List of Restricted Suppliers. Must comply with the Employment Equity Act. Must submit a valid B-BBEE certificate or sworn affidavit as per DTIC guidelines; for joint ventures, a consolidated scorecard is accepted. Must declare any relationship with state employees or former Transnet employees as per SBD4. Must complete the DPIP/FPPO disclosure form. Must provide proof of authority to sign (e.g., company resolution).

Health and Safety criterion weighted 20 points. Requires a project-specific risk assessment including identification of risks and hazards, analysis and evaluation, mitigation measures with roles and responsibilities, defined risk assessment methodology, and signed risk assessment by a competent person (e.g., Construction Manager or Supervisor).

The contract will be concluded with the successful respondent. Alternatively, acceptance of the letter of award constitutes the final contract read with the RFP response and Standard Terms and Conditions. The successful respondent must maintain validity of all returnable documents for the contract duration; failure to renew may lead to termination. Transnet may cancel the contract and request placement on the Restricted Suppliers database for up to 10 years if incorrect information was furnished. Bidders must comply with all applicable laws and regulations.

The successful respondent must be in full and complete compliance with all applicable national and local laws and regulations.
