Disqualification risks: failure to attend the compulsory briefing, missing or unsigned mandatory forms, late submission, submission via another company's profile, fraudulent documentation.

Evaluation takes place in four stages:

Stage 1 – Attendance at the compulsory clarification meeting (T2.2-01 signed). Bidders who do not attend are disqualified.

Stage 2 – CIDB registration: The bidder (or joint venture) must have a contractor grading designation of 5 SF or higher (or be capable of being registered before evaluation). Joint ventures: all members registered, lead partner at least one level below required grading, combined grading meets 5 SF or higher.

Stage 3 – ASIB accreditation: The bidder must submit proof of Automatic Sprinkler Inspection Bureau accreditation. False proof will lead to disqualification and liability.

Stage 4 – Functionality: Minimum qualifying score of 60 points out of 100. Criteria: experience on repairing or installing fire pump house (T2.2-04). Scoring based on number of official purchase orders with supporting documents (invoices, good receipts, or job completion certificates): 0 PO = 0 points, 1 PO = 20 points, 2 PO = 40 points, 3 PO = 60 points, 4 PO = 80 points, 5 PO = 100 points. Scores from at least three evaluators are averaged.

Only bidders who pass all four stages proceed to price and preference evaluation.

Price and preference: 80/20 system (applicable as estimated value ≤ R50 million). 80 points for price; 20 points for preference allocated as follows: B-BBEE Level 1 or 2 contributor = 10 points, Black Owned EME or QSE (≥51% black ownership) = 10 points, non-compliant or Level 3–8 = 0 points. Preference points are awarded only if the preference claim form (SBD6.1) is completed and verified.

Transnet reserves the right to perform a risk analysis and due diligence on the preferred bidder. The highest-scoring bidder may not necessarily be awarded if objective criteria justify another award.

The scope of work is to replace two (2) damaged diesel engines and overhaul four (4) diesel engines for the DBT fire pump house at Transnet Port Terminals Richards Bay. This is a once-off service.

The contract is governed by the NEC3 Engineering and Construction Contract. Detailed works information is contained in Part C3 (Works Information) of the tender document, which was not fully extracted but defines the technical requirements, standards, and deliverables.

Pricing must be submitted using the Activity Schedule (C2.2) in accordance with the Pricing Instructions (C2.1).

No specific bond or guarantee percentage is stated. Bidders must provide a one-year audited financial statement (T2.2-22) and insurance details (T2.2-21).

Tender offer validity: 12 weeks from the closing date; Transnet may request an extension.

Transnet may perform a financial due diligence and request audited financial statements or other documentation.

CSD registration: Bidders must self-register on the National Treasury Central Supplier Database (https://secure.csd.gov.za/) and provide the supplier number and unique registration reference.

Tax compliance: A valid Tax Clearance Certificate and TCS PIN must be submitted.

B-BBEE: A valid B-BBEE certificate from a SANAS-accredited agency, or a sworn affidavit confirming annual turnover and level of black ownership (for EMEs/QSEs with ≥51% black ownership), must be provided.

CIDB registration: The bidder must hold or be capable of obtaining a contractor grading designation of 5 SF or higher. A copy of the CIDB certificate is required.

ASIB accreditation: Proof of Automatic Sprinkler Inspection Bureau accreditation must be submitted. Verification will be conducted; fraudulent submission will result in disqualification and liability.

Workmen's Compensation: A Letter of Good Standing (or separate letters for each JV member) from the Workmen's Compensation Fund is required.

Restrictions: The bidder must not be listed on the Register of Tender Defaulters (Prevention and Combating of Corrupt Activities Act) or on Transnet's restricted list.
