Evaluation follows the 80/20 preference point system under the Preferential Procurement Regulations, 2022: 80 points for price, 20 points for specific goals. The successful bidder is the one scoring the highest points, though Vaal Central Water may award the contract to a bidder who did not score the highest points where objective criteria justify it. Stage 1 is responsiveness: bidders must submit a one-folder bid with a stamped quotation on company letterhead, fully completed and signed SBD 1, SBD 4, and SBD 6.1, and hold accreditation from a relevant professional body (e.g., QTCO or SETA).
