Bids must be submitted on the official forms provided (not retyped). Each bid must be in a separate sealed envelope, marked with the bidder's name and address, the bid number (ZNQ29(N)2026) and the closing date. The envelope must not contain documents for any other bid.

Every page of the bid document must be initialled. Any alteration must be initialled; correcting fluid is prohibited.

Evaluation is in three phases:

Phase 1 – SCM Administrative Compliance: correctness of bid documents, compliance with bid regulations (e.g. CSD registration), quoting for all items, and bid price indicated on the pricing schedule. Failure results in rejection as non-responsive.

Phase 2 – Mandatory Requirements: all must be met, with certified copies not older than 3 months (except company experience). Failure results in non-responsive bid.

Phase 3 – Specific Goals (Preference Points):

• 80/20 preference point system applies (price 80 points, specific goals 20 points).
• Specific goals: Ownership by Black People (10 points) – sworn affidavit signed by Commissioner of Oaths; Promotion of enterprise located in King Cetshwayo/uMkhanyakude or Zululand District, KZN (10 points) – proof of municipal account, lease agreement, or original/certified letter from Ward Councillor.
• Points for price calculated using the 80/20 formula: Ps = 80(1 - (Pt - Pmin)/Pmin).
• Failure to submit proof for specific goals means those points are not claimed.

No minimum qualifying score is stated.

Scope: Rendering of private security services to the Department of Public Works and Infrastructure, Zululand Sub-District: Nongoma, for a period of twelve (12) months.

Security personnel required (LA Building Complex):

• 2 x Grade C (male/female) day shift 06:00 to 18:00, Monday to Sunday including public holidays
• 1 x Grade C (male/female) night shift 18:00 to 06:00, Monday to Sunday including public holidays
• Service required 24 hours per day, 7 days per week.

Equipment required (per month):

• 2 x torch
• 2 x two-way hand radio
• 2 x baton
• 1 x basic hand held metal detector

Contractor must comply with minimum wage requirements as per PSIRA Regulations.

Company experience: company profile detailing previous experience as a company and contactable references. Attach three (03) letters of award, accompanied by reference letters for contracts not less than six (06) months. This item does not require certification.

Pricing schedule (SBD 3.1): Only firm prices accepted. Price fixed for the duration of the contract; bidders must factor in CPI and Bargaining Council wage increases. Offer valid for 60 calendar days. Bidders must quote according to PSIRA rates; bids below PSIRA rates will be disqualified. Pricing must include: cost per guard per month (day and night shift), total cost per month, total for 12 months, equipment costs (torch, two-way radio, baton, metal detector), total costs, and add 15% VAT. Bid price including VAT must be stated.

Pricing schedule (SBD 3.1):

• Only firm prices accepted; non-firm prices (including exchange rate variations) will not be considered.
• Price fixed for the duration of the contract; bidders must factor in CPI and Bargaining Council wage increases. No price amendments after award.
• Offer valid for 60 calendar days from closing date.
• Bidders must quote according to PSIRA rates; bids below PSIRA rates will be disqualified.
• Pricing must include: cost per guard per month (day and night shift), total cost per month, total cost for 12 months, equipment costs, total costs, and add 15% VAT.

No bid security, bonds, guarantees, retention or payment terms are stated beyond the standard 30-day payment in the contract form.

Mandatory requirements (all must be met; certified copies not older than 3 months unless stated otherwise):

• Owner/Director must have PSIRA Grade A or B grading (certified copies of owner's and other members' certificates)
• Entity must be registered with PSIRA (certified copy of company's PSIRA certificate)
• Current payroll showing salaries in accordance with approved PSIRA rates and grades
• COIDA / Workman's Compensation registration
• UIF registration (copy of EMP201 certificate issued by SARS)
• Registration with the Pension Fund for Security Officers (PSSPF)
• Proof of compliance with the Private Security Services Provident Fund (PSSPF)
• Public Liability Insurance or letter of intent (minimum R1 million)
• Company vehicles: minimum one (attach logbooks or valid lease agreement)
• Company profile with previous experience and contactable references; attach three letters of award with reference letters for contracts not less than six months (this item does not require certification)
• Valid ICASA licence for radio equipment and frequencies used, or lease agreement

Other compliance:

• Registration on the Central Supplier Database (CSD) at closing time; failure leads to disqualification
• Tax compliance: provide SARS TCS PIN or CSD number; printed TCS certificate may be submitted
• Bidders must not be persons in the service of the state, nor companies with directors who are
• B-BBEE: a valid B-BBEE certificate or sworn affidavit (for EMEs and QSEs) must be submitted to qualify for preference points

Specific goals: Ownership by Black People (10 points, documentary proof: sworn affidavit signed by Commissioner of Oaths); Promotion of enterprise located in specific region (King Cetshwayo/uMkhanyakude or Zululand District, KZN) (10 points, documentary proof: municipal account, lease agreement, or letter from Ward Councillor).

Contract duration: twelve (12) months. The successful bidder must sign a written contract form (SBD 7.2 – Rendering of Services). The contract is subject to the General Conditions of Contract (GCC) and any Special Conditions of Contract. Payment for services rendered within 30 days after receipt of invoice. The department reserves the right not to award the lowest bidder and not to award one service provider for multiple projects. Fraudulent claims for preference points may lead to disqualification, recovery of costs, cancellation of contract, restriction from doing business with the state for up to 10 years, and criminal prosecution.
