Submit sealed bids to the Municipal Civic Centre (Rates Hall), 37 Murchison Street, 1st Floor, Newcastle, 2940. The bid must be endorsed with the Bid Number (A010-2025/26) and Title, with the bidder's name and address on the back of the envelope. Late, emailed, or faxed bids will be disqualified. Use black ink only; no correction fluid allowed.

The evaluation follows a two-stage process: 1) Administrative compliance (must be met to proceed). 2) Functionality evaluation (minimum threshold of 70% required to be enlisted on the panel). Preference points (80/20 system) will be applied during the subsequent quotation stage when sourcing from the established panel.

Appointment of a panel of environmental professionals for a 36-month period on an 'as and when required' basis. Bidders must provide a schedule of work experience and comply with the Terms of Reference provided in the document.

A non-refundable document fee of R 300.00 is required (unless downloaded from the eTenders portal). Pricing must be inclusive of VAT and include all disbursements. Payment is made via electronic transfer within 30 days of invoice receipt. A certified copy of a municipal account statement (not older than 3 months) is required.

Mandatory requirements include: CSD registration (proof required), Tax Compliance Status (TCS) PIN, completed MBD forms (1, 4, 8, 9), and Authority to Sign resolution. Joint ventures must submit a consolidated B-BBEE certificate and a signed JV agreement or letter of intent.
