Evaluation uses an 80/20 preference point system: 80 points for price, 20 points for specific goals (PPPFA 2022). Functionality evaluation (85 points) requires a minimum of 35 points to proceed. Specific goals include: Location (10 points for Mogale City, 6 for West Rand District, 4 for Gauteng Province, 0 outside Gauteng), Youth-owned enterprise (5 points), Woman-owned enterprise (5 points). Price points are calculated as Ps = (Lowest Price / Bid Price)

Scope: Appoint a service provider to assist with the implementation of amended GRAP 104 requirements for 3 years. Bidder must provide: Key staff details (name, position, qualifications, experience), infrastructure/resources (physical facilities, plant/equipment), and shareholder information (name, ID, citizenship, HDI status, ownership %). Authority of signatory must be confirmed via board resolution (for companies/CCs).

Pricing must be in ZAR and inclusive of VAT (for VAT vendors). Non-VAT vendors must include VAT if the contract would push their turnover above R1 million and register as VAT vendors within 21 days of award. Pricing Schedule must be completed and signed; corrections must be initialed. A 2% Corporate Social Responsibility (CSR) contribution (inclusive of 15% VAT) applies to non-Mogale City-based providers. Validity period: 120 days.

Mandatory: CSD Registration Report or Summary Report. Tax Compliance: Submit SARS TCS PIN or CSD number (or printed TCS certificate). B-BBEE: Submit B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs/QSEs) to qualify for preference points. Municipal Rates/Taxes: Submit proof of account (not older than 3 months) or service charges statement (water/electricity/refuse/sewerage). If no account, submit valid lease/rental agreement or sworn affidavit (for informal settlements/parents' property). Joint ventures: Submit notarized formation document. No bids from state employees or restricted suppliers (National Treasury Database or Bid Defaulters Register).
