Submit a sealed hard copy addressed to the City Manager, marked with the tender number, into the Tender Box at the ground floor foyer of Municipal Buildings, 166 KE Masinga Road (Old Fort Rd), Durban, and an identical electronic copy via the eThekwini Municipality JDE System (ESP Module). Evaluation follows the 80/20 or 90/10 preference point system (determined by the lowest acceptable tender price).

Stage 1 – Technical compliance: bids must meet the technical specification, provide a Workmen's Compensation Registration Certificate (or proof of contributions), and demonstrate experience in cleaning public ablutions (minimum 1 project of at least 12 months, with proof via letters of award or reference letters).

Stage 2 – Price and preference points: responsive bids are scored on price (80 or 90 points) and preference (20 or 10 points). Preference points (20) are awarded for:

• Ownership Goal (75% weighting): points for Black ownership (0% = 0, >0% and <51% = 6, >51% and <100% = 10.5, 100% = 15).
• RDP Goal (25% weighting): points for location (South Africa = 2, KZN = 3.5, eThekwini = 5).

Proof of preference claims must be submitted via MBD 6.1, supported by CIPC registration, CSD report, B-BBEE certificate, or joint venture/trust agreement.

Related contracts 1T-34963, 1T-35006, and 1T-35007 are evaluated simultaneously. A bidder may receive only one award across these contracts; if most responsive for multiple, award is based on a comparative value matrix for best value.

The scope is the provision of hygiene services for public transport facility ablutions within the Southern Region of eThekwini Municipality. Bidders must comply with the relevant technical specification. A resource plan including organogram/operational structure is required. Bidders must have experience in cleaning public ablutions (minimum 1 project of at least 12 months).

Bidders must demonstrate experience in cleaning public ablutions: at least 1 project with a minimum duration of 12 months. Proof must be submitted in the form of letters of award or reference letters.

Pricing must be submitted on the Official Tender Form (Section 9) and the Bill of Quantities / Schedule of Rates (Section 8). Prices must be in South African Rand, net of any brokerage or discount, with VAT exclusive and inclusive amounts stated separately. Firm prices may be submitted for each 12-month period. The municipality will bind the supplier to whatever quantities are actually required, which may exceed or be less than the estimated quantities.

Prices must be quoted in South African Rand on the Official Tender Form, with VAT exclusive and inclusive amounts stated separately. Pricing must follow the Bill of Quantities / Schedule of Rates in Section 8. Estimated quantities are provided for information only; the supplier is bound to supply whatever quantities the municipality actually requires. Firm prices may be submitted for each 12-month period. The municipality may request evidence of financial standing. Factoring arrangements are not accepted.

CSD registration: bidders must be registered on the National Treasury Central Supplier Database (CSD) at closing date; provide the MAAA number.

Tax compliance: submit a valid Tax Compliance Status PIN or Tax Clearance Certificate.

Municipal fees: sign the Declaration of Municipal Fees confirming all municipal accounts are paid or under an acknowledgement of debt.

Health and safety: sign the declaration regarding the Occupational Health and Safety Act.

Workmen's compensation: provide a Workmen's Compensation Registration Certificate or proof of contributions.

B-BBEE: complete MBD 6.1 and provide supporting documents (CIPC, CSD report, B-BBEE certificate, or joint venture/trust agreement) to claim preference points.

State service: no person in the service of the state (as defined in Regulation 44) may be awarded the contract.

Joint ventures: each party must meet CSD registration and provide a joint venture agreement and B-BBEE certificate for the joint venture.

Bidders must sign a declaration accepting the undertaking in terms of the Occupational Health and Safety Act and relevant regulations. A Workmen's Compensation Registration Certificate or proof of contributions is required for technical compliance.

The contract will be governed by the Standard Conditions of Tender (Goods/Services), Special Conditions of Tender, General Conditions of Contract (NT Circular 52, July 2010), Special Conditions of Contract, the Occupational Health and Safety Act, and the eThekwini Code of Conduct. The successful bidder must sign a written contract form (MBD 7). Tenders must remain valid for 120 days after opening, plus a further 12 months unless the bidder advises otherwise. The municipality may cancel the tender at any time before award without liability. Appeals against decisions must be lodged within 14 days, accompanied by a non-refundable fee of R6,131.00 (incl. VAT) paid into the municipality's bank account (FNB 631 6574 6331, reference 1T-35005).

A non-refundable administration fee of R6,131.00 (incl. VAT) must be paid into the eThekwini Municipality FNB account 631 6574 6331, reference 1T-35005, before the objection is processed.

Bidders must be registered on the National Treasury Central Supplier Database (CSD) at closing date. Joint venture parties must each be registered. The CSD supplier number (MAAA) must be provided. Bidders must submit a sealed hard copy and an identical electronic copy via the JDE System (ESP Module). Tenders must remain valid for 120 days plus a further 12 months unless the municipality is advised otherwise.

Additional evaluation criteria: bids must achieve technical compliance, including a Workmen's Compensation Registration Certificate and proven experience in cleaning public ablutions (minimum 1 project of 12 months). Preference points are awarded for ownership and location as detailed in the evaluation criteria section.
