Bids must be submitted electronically on the e-Tender platform (https://www.etenders.gov.za/). Failure to submit via e-Tender will result in disqualification. Late submissions will not be considered. Bids must be submitted on the official forms provided, not re-typed, and bidders must initial all pages. Returnable documents include: Invitation to Bid (Annexure A), General Conditions of Contract (Annexure B), Bidder's Disclosure (Annexure C), Preference points claim form (Annexure F), Pricing Schedule and Financial Proposal (Annexure G), Specifications/Terms of Reference (Annexure H) with technical/functional proposal, POPIA supplier consent form (Annexure i), and any other documentation issued with the bid. The successful bidder will be required to sign a written contract form (SBD7). SAWS reserves the right to reject bids not submitted in the prescribed format or with incomplete standard bidding documents.

Evaluation will include a technical/functional proposal responding to Annexure H, and a preference points claim under the Preferential Procurement Regulations 2022 (Annexure F). Shortlisted bidders may be required to present their service offering to the evaluation committee. SAWS may conduct site visits to verify firm existence, capacity, and administration. Reference letters and OEM accreditations will be verified; unverifiable claims may lead to score adjustment or disqualification. Bidders must be tax compliant and not have engaged in corrupt or fraudulent practices.

The scope is the supply, implementation, and support of an enterprise-grade Patch Management and Vulnerability Management Solution for the South African Weather Service (SAWS) for a period of three (3) years. The solution must be enterprise-grade, and the bidder must provide a technical/functional proposal responding to the Specifications/Terms of Reference (Annexure H). The bidder must have duly approved operational premises with necessary infrastructure and relevant accreditation. A due diligence site visit will be conducted before award to verify capacity.

Pricing must be submitted on the Pricing Schedule and Financial Proposal (Annexure G). Payments will be settled within 30 days from receipt of invoice, unless otherwise stated. SAWS may request audited financial statements prior to award to ascertain financial stability; failure to provide may result in rejection. The bid price must be market-related; SAWS may not award if the price is not market-related.

Bidders must be tax compliant: submit SARS PIN, TCS certificate, or CSD number. Consortia/joint ventures/sub-contractors must each submit separate TCS certificates. No bids will be considered from persons in the service of the state or companies with such directors. Foreign suppliers must complete the questionnaire in Annexure A. Bidders must submit a B-BBEE status level verification certificate or sworn affidavit (for EMEs & QSEs) to qualify for preference points. A POPIA supplier consent form (Annexure i) is required. In case of a Joint Venture, Consortium, Trust, or Partnership, a signed teaming agreement must be submitted.

The GCC includes clauses on performance security, inspections, packing, delivery, insurance, warranty, payment, prices, contract amendments, assignment, subcontracts, delays, penalties, termination for default, force majeure, termination for insolvency, settlement of disputes, limitation of liability, governing language, applicable law, notices, taxes and duties, NIPP, and prohibition of restrictive practices.

Shortlisted bidders may be required to present their service offering to the evaluation committee. Bidders must provide a scorecard on how their product/service offering is measured to achieve SAWS's objectives. Preference points claim form (Annexure F) must be submitted to qualify for preference points.
