Submit the completed and signed tender document, including the Form of Offer and Acceptance and all returnable schedules, in a sealed envelope marked with the tender number, description, tender box number, and closing date. Deliver to the Tender & Quotation Boxes Office, 2nd Floor (Concourse Level), Civic Centre, 12 Hertzog Boulevard, Cape Town, before 10:00 am on 7 September 2026. Late tenders will not be considered. Tenders submitted by fax or email will be rejected. All alterations must be initialled. Returnable documents include: Details of Tenderer, Certificate of Authority for Partnerships/JVs, Declaration of Interest – State Employees, Conflict of Interest Declaration, Declaration of Past SCM Practices, Certificate of Independent Bid Determination, Authorisation for Deduction of Outstanding Amounts, and other schedules as listed in Annexure F. Ensure all information is complete and legible; incomplete submissions may be declared non-responsive.

Functionality: minimum qualifying score 70 out of 100. Criteria: community facing experience (max 25 points), Swop Shop/Buy Back experience (max 30 points), Operations Manager qualifications and experience (max 25 points), Supervisors' experience (max 20 points). Supporting documentation must be complete, legible, and verifiable; incomplete or unverifiable documentation may result in lower or zero scores. Price and preference: 80/20 preference point system applies. Price scored per the formula based on the sum of prices/rates in relation to estimated quantities. Preference points for specific goals: up to 6 points for expenditure on specific goals (e.g., >15% = 6 points, >12% up to 15% = 5 points, etc.). Tenderers must submit sufficient documentary proof for preference points claims.

Scope: Delivery and management of Swop Shop services for separation and collection of recyclables in low-income areas within the City of Cape Town. Contract period from commencement until 30 June 2030. Two regions: Region A (North) and Region B (South). Each region requires one dedicated operations manager and two supervisors (one per Swop Shop trailer). Vehicles: one licensed vehicle/LDV per trailer, tare ≥1500kg, fitted with towbar, roadworthy, with registration documents or lease agreements. Waste management accreditation required per City of Cape Town Integrated Waste Management bylaw; accreditation must remain valid for contract tenure. Tenderers must complete Annexures 13A-13E as applicable.

Operations Manager: minimum Grade 12, relevant experience in project management and administration, staff management, stock control, data management, and reporting. Each region requires one dedicated operations manager. Supervisors: relevant operational supervisory experience, staff supervision, stock control, basic data control; each must have a valid minimum Code EB drivers licence. Each region requires two supervisors. Tenderers must complete Annexures 13C and 13D and submit CVs and drivers licences. Community facing experience: experience in engaging and working directly with lower income communities; complete Annexure 13A. Swop Shop/Buy Back experience: experience in swop shop or waste buy back operations; complete Annexure 13B.

Tenderers must cooperate with CCT's external service provider for due diligence review and risk assessment. Samples may be requested for testing; samples may not be returned. Certificates required as per tender document.

Pricing must follow the Price Schedule. Price per region/rates as set out. 80/20 preference point system applies. Preference points for specific goals: up to 6 points based on percentage of total expenditure on specific goals. Tenderers must submit sufficient documentary proof for preference points claims. Tax compliance evidence required via valid Tax Compliance Status PIN.

Pricing: comply with all pricing instructions in the Price Schedule. Price per region/rates as set out in the Price Schedule. 80/20 preference point system applies for tenders up to R50 million (VAT inclusive). Arithmetical errors will be corrected: amounts in words govern over figures; line item totals govern over rates; totals govern over additions. Tenderers may be required to justify excessively low or high rates. No minimum volume or exclusivity guaranteed. Tender fee: R200.00 non-refundable for hard copy (not applicable for website downloads).

Registration: CCT Supplier Database and National Treasury Central Supplier Database (CSD) required when requested. Tax compliance: valid Tax Compliance Status PIN from SARS; each party to a JV must submit separate PIN. B-BBEE: Preference Points Claim Form (Schedule F.4) for specific goals; submit sufficient documentary proof. Waste management accreditation: proof of accreditation as waste management service provider per CCT bylaw; accreditation must be valid at award. Vehicle documentation: registration certificates or lease agreements for all vehicles. Returnable forms: Declaration of Interest – State Employees (MBD 4), Conflict of Interest Declaration, Declaration of Past SCM Practices (MBD 8), Certificate of Independent Bid Determination, Authorisation for Deduction of Outstanding Amounts, and others as listed.

Occupational Health and Safety Agreement is included in the contract (C.3). Tenderers must demonstrate competencies and resources to deliver services in accordance with the Occupational Health and Safety Act, Regulations, and Health and Safety Specification.

Waste management accreditation required per City of Cape Town Integrated Waste Management bylaw. All waste handled must be responsibly handled by an accredited waste management service provider. Accreditation must remain valid for the contract tenure. Tenderers not currently accredited must apply; processing can take up to three months.

Contract period from commencement until 30 June 2030. The CCT may accept or reject any tender offer and may cancel the tender process at any time before contract formation under specified circumstances (e.g., changed needs, lack of funds, no acceptable tenders, material irregularity, inability to negotiate market-related pricing). No liability for cancellation or rejection. Appointment does not guarantee minimum volume or exclusivity. The CCT may allocate work to alternate tenderers under specified circumstances (e.g., refusal, lack of capacity, non-compliance, operational disruptions). Temporary service interruptions may be covered by alternates without constituting a variation. Performance monitoring may increase alternate utilisation. Tender offer validity: 120 days after closing, extendable up to 12 months and further by mutual agreement. Appeals: objections within 14 days, appeals within 21 days; administration fee R300.00.

Procurement procedure: The CCT intends to appoint a winner and one alternate tenderer per region. Each winner/alternate may be awarded a maximum of one region, but the CCT may offer more than one region depending on evaluation and capacity. Work is allocated on a 'winner-takes-all' basis, with alternates used if the winner declines or cannot perform. Appointment does not guarantee minimum volume or exclusivity. The CCT may allocate work to alternates under specified circumstances (e.g., refusal, lack of capacity, non-compliance, operational disruptions). Temporary service interruptions may be covered by alternates without constituting a variation. Performance monitoring may increase alternate utilisation.

Eligibility criteria: Tenderers must submit a compliant offer, provide required declarations (e.g., Certificate of Authority for JVs, Declaration of Interest, Conflict of Interest, Certificate of Independent Bid Determination), have tax matters in order, not be restricted under SCM policy, and not be involved in bid specification.
