Returnable documents: the fully priced Bills of Quantities, including the Health and Safety Bill with quantities inserted per item, must be submitted with the tender. The JBCC Principal Building Agreement Series Edition 4.1 (March 2005) and JBCC Preliminaries Series 2000 (May 2005) apply. Tenders must remain valid for 20 weeks from the closing date. Unpriced items in the Bills of Quantities will be deemed to be provided free of charge.

Bidders must provide contract works insurance (contract sum plus 10%), SASRIA insurance (contract sum plus 20%), and public liability insurance (R5 million). A waiver of lien is required. The contract is a State Contract; no payment guarantee will be provided. Bidders must price all items in the Bills of Quantities; unpriced items will be deemed to be provided free of charge.

Works: construction of new ablution facilities at the existing school site. No work or installations by others. A desktop geotechnical report is available on request. The contractor must provide a 4 x 3m site office with concrete floor, at least two windows, lockable, with tables and chairs for meetings. A lockable container or structure with a concrete or steel floor is required for material storage. The contractor must erect, maintain and remove hoardings, safety screens, barriers, access gates and covered gangways for public protection. One notice board must be provided. The contractor must provide water, electricity, telephones and toilet facilities on site. As-built drawings: three full sets must be submitted to the Principal Agent no later than 14 days after practical completion. Site instruction books and daily record books must be maintained on site. Weekly labour and plant records must be provided to the Principal Agent.

The contractor must produce, when required by the Principal Agent, a Method Statement outlining construction methods and labour and plant resources. The Principal Agent may direct the order of work and require expediting of any section. The contractor must provide additional manpower and resources, including overtime, to bring work back to programme at their own cost. The contractor is responsible for any encroachment onto adjoining properties and must bear the cost of remedial measures.

The contractor must study all available drawings at the Principal Agent's office during normal working hours. Samples of materials, workmanship samples and shop drawings are required. The contractor must notify the Principal Agent of any encroachments of adjoining foundations, buildings, structures, pavements or boundaries. The contractor is responsible for any incorrect setting out caused by incorrect information given to them. The contractor must record construction breaks and concrete pours on the structural engineer's drawings. Three full sets of as-built drawings must be submitted within 14 days after practical completion.

The Bills of Quantities must be fully priced; items left unpriced will be deemed to be provided free of charge. The Health and Safety Bill requires the contractor to insert quantities per item, not lump sums. The priced bill of quantities must be returned with the tender submission. The General Preambles for Trades 2017 (ASAQS) are incorporated; supplementary preambles take precedence. The contractor's rates must include all obligations from the General Preambles and supplementary preambles. No claims for errors or omissions due to brevity of descriptions will be entertained.

Payment terms: interim payments under JBCC Clause 31; inclusion of off-site stored materials is at the Principal Agent's discretion and requires an approved bank guarantee. Prices submitted during progress are not presumed accepted unless confirmed in writing. Penalty for non-completion: R2,000.00 per calendar day, to a maximum of 10% of the contract amount. Contract works insurance: contract sum plus 10%, deductible not exceeding 5% per claim. SASRIA insurance: contract sum plus 20%. Public liability insurance: R5 million. Waiver of lien required. Temporary barrier fencing: 1.8m high SANS approved weld mesh with 80% knitted HDPE green shed netting, fixed to 100mm diameter gum poles set at least 300mm deep, at max 3m spacing, 300m total. Two double swing vehicle gates (5.5 x 1.8m) and two pedestrian gates (1.8 x 1.8m) are required. Costs must include a Community Liaison Officer (CLO).
