Bids must be submitted in sealed envelopes clearly marked with the tender number SCMU5-26/27-0010 AMR INF and the tender title, and deposited in the tender box at the Department of Public Works and Infrastructure, Amathole Regional Office, Corner of Scholl and Amalinda Main Road, Amalinda, Block B Building – Reception Area, East London, before 11:00 on 14 September 2026. Late, incomplete, unsigned, faxed, or e-mailed bids will not be accepted; proof of posting is not proof of delivery. Only the original tender documentation may be used; bidders must not re-type forms. All required returnable documents must be completed and signed: the bid document in its original format, Compulsory Enterprise Questionnaire, SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim), Declaration for Local Production and Content, Form of Offer and Acceptance, complete priced Bills of Quantities with Final Summary, CSD report, CIDB certificate or CRS number, at least two project references with appointment letters and completion certificates, a certified copy of the relevant artisan trade certificate and the ID of the person who will carry out the work, and proof of authority to sign (e.g. resolution). Failure to submit any mandatory document leads to elimination.

Evaluation follows two phases. Phase One: compliance and responsiveness to the bid rules and conditions; a non-responsive bid is rejected and cannot be corrected. Phase Two: price and preference points under the PPPFA and Preferential Procurement Regulations 2022, using the 80/20 system: maximum 80 points for price and 20 points for specific goals, total 100 points. The award goes to the highest point scorer as a whole, unless circumstances justify otherwise. Specific goals points are claimed via SBD 6.1; failure to submit or sign it means no specific goal points. Points for locality require the preferred address on CSD to be within Mbhashe or Mnquma Municipality, not edited after tender issue. Cipro certificate (CK) and certified ID copy are required to claim ownership points; a medical certificate is required for disability points. The financial offer is scored with the formula A = (1 - (P - Pm)) / Pm, where W1 is 90 if the financial value exceeds R50 million, otherwise 80. The tender validity period is 120 days.

Scope: two-year term contract for supply, servicing, repairs and maintenance of plumbing at Cluster 5 sites: Idutywa Service Office, Ngqamakhwe Multipurpose Centre and Dutywa Cluster Offices. The contract is based on the NEC3 Term Service Contract: April 2013. Contract duration is 24 months from commencement. Bidders must hold CIDB grading 3SO or higher in class of works SO (Wet Services and plumbing). All trade items in the Bills of Quantities or pricing schedule must be priced; the tender is awarded as a whole. Where brand names are specified, similar/equivalent or better items are acceptable. EPWP policy applies. Bidders must maximise sourcing of building material from Eastern Cape based suppliers or manufacturers.

Rates and prices must be stated in Rands, including all duties, taxes (except VAT) and levies applicable 14 days before closing; VAT must be shown separately. Prices are fixed for the contract duration. The amount on the Form of Offer and Acceptance takes precedence over other totals; if it has no figure, the bidder is regarded as having made no offer. A performance bond/guarantee/surety/security from an approved insurer is required within 21 days after appointment. No tender security is required (N/A). No two-envelope procedure applies.

Eligibility: registration with CIDB with active grading 3SO or higher in class SO; a joint venture is eligible if every member is CIDB registered, the lead partner holds an SO grading, and the combined grading is 3SO or higher. CSD registration is required, with a CSD report and tax compliance PIN; a bidder found non-compliant with SARS status will be declared non-responsive after failing to correct within 7 days. Tax compliance: each party in a JV/consortium/subcontract must submit separate CSD and tax compliance documentation. Bidders must not be persons in the service of the state or have directors/shareholders in state service. Good standing with the Compensation Fund or licensed insurer is required. Local production and content threshold for the designated sector (Steel Products, PVC, Concrete, and Components) is 100%; the Declaration Certificate for Local Production and Local Content must be signed. SBD 4 (Declaration of Interest) and the Compulsory Enterprise Questionnaire must be completed; false declarations may lead to restrictions. SBD 6.1 must be signed to claim preference points. A Resolution to Sign or board resolution authorising the signatory must be submitted. POPIA consent is required.
